Position Type: Full time Salary: $115,899 - $130,733 (EL 1) + up to 15.4% Super The acquisition of conventionally-armed, nuclear-powered submarines is a historic and transformative endeavour for Australia.

The Australian Submarine Agency (ASA) Finance Branch supports the Chief Financial Officer and the ASA through the provision of expert strategic support and advice on the development of the acquisition, sustainment and disposal of nuclear-powered submarines (NPS).
We are seeking to fill current EL1 vacancies within the Financial Reporting and Policy Directorate, which is responsible for: Development and management of the ASA Financial Framework, Accountability and Authority Instructions (AAIs) and Financial Delegations; including policy and guidance.
Development and implementation of an ASA asset management policy.
Development, delivery and maintenance of a financial literacy training program for all ASA Officials; including financial delegations, financial frameworks, travel, policy and process.
Development, management and monitoring of the annual financial statement project plan to support the Public Governance, Performance and Accountability Act (2013) (PGPA Act) reporting obligations; including management of internal resources, ANAO liaison and engagement, updates and reporting to the ASA Audit and Risk Committee and other key stakeholders.
Development, management and monitoring of the preparation and presentation of monthly and annual financial reporting; including applying a risk-based quality assurance process, compliance with relevant accounting standards and supported by appropriate documentation.
Review and assess the monthly Business Activity Statement (BAS) and annual Fringe Benefits Tax (FBT) submissions to support the ASA's taxation requirements.
Support the ASA Finance Branch to introduce Enterprise Resource Plan (ERP) to the ASA and maintain appropriate guidance and documentation of the financial systems where required.
Preparation of executive briefs and reports on actual expenditure, ASA Gifts and Hospitality, Grants and travel.

Experience in the planning, preparation, and delivery of all phases of the annual financial statement process, including reviewing quality assurance processes, submission of briefing materials, and reports for the Executive and Audit Committees.
An advanced understanding of the International Financial Standards, Public Governance, Performance and Accountability Act 2013, and relevant Commonwealth and legal concepts and issues in the context of complex accounting matters.
