ASO8 Principal Policy Officer – StrategyThe Office for Early Childhood Development has been formed with a clear mandate: to create a fairer and better future for all children in South Australia by implementing the accepted recommendations of the Royal Commission into Early Childhood Education and Care.
As the steward of the early childhood development system, the Office will act on the government's behalf and work in collaboration with the sector to organise and connect the system to reduce developmental vulnerability.
About The Role The Principal Policy Officer will lead the development of strategic policy analysis, expert advice, and high-level papers and briefings on whole of government policy impacting early childhood.
The position leads high-level strategic engagement with key government and non-government stakeholders to provide advice on whole of government policy, Cabinet and Parliament, governance, legislative policy, and intergovernmental relations issues.
In This Role, You Will Lead the development of strategic advice to the Chief Executive, Executive Leadership Team, and Minister's Office on issues of strategic importance.Provide strategic advice and support to the Chief Executive and Minister on intergovernmental relations issues, including analysis of national reports and liaison with key stakeholders to inform a state position that supports the best outcomes for South Australian children.Lead the coordination and development of strategic advice to support the Chief Executive's attendance at key meetings, including cross-government and intergovernmental meetings.About You You bring extensive experience in strategic policy development, with deep expertise in whole-of-government policy, Cabinet and parliamentary processes, intergovernmental relations, governance frameworks, and legislative policy. Highly autonomous and adept at managing competing priorities, you deliver high-quality outcomes within tight timeframes, even in complex and shifting policy environments. Your exceptional communication skills enable you to produce clear, concise briefings for senior leaders and successfully engage and influence stakeholders to foster collaboration. With well-established networks across government, you provide strategic, timely advice aligned with policy and political priorities. Adaptable and solutions-focused, you combine strategic insight with practical expertise to achieve meaningful outcomes for early childhood development.
To Be Successful In This Role, You'll Bring Extensive experience in analysing and evaluating complex and sensitive policy issues and developing policy advice as well as successfully consulting, negotiating, and influencing stakeholders in a manner that fosters collaboration and achieves high-quality outcomes.Proven skills in developing written briefings of a high standard that convey complex information in a clear, succinct manner for a range of audiences, including senior levels of government and for public release.Ability to work under broad direction and with broad policy guidelines whilst interacting with and managing processes of obtaining expert analysis from other agencies or from non-government providers.Application Instructions And Information Applications should be made through the IWorkForSA website. Additional Note This is a full-time, 2-year long-term contract role (1.0 FTE) with potential to be made ongoing.

Special Conditions The successful applicant is required to gain a Department for Human Services (DHS) working with children check (WWCC) prior to being employed, which is required to be renewed every five years before expiry. The incumbent will be required to undertake RRHAN –EC (Responding to Risks of Harm, Abuse, and Neglect – Education Care) Facilitator Lead (Masterclass) extended course or the online (Fundamentals) course, which will be required to be updated every three years.
