The Position

We are seeking an experienced Human Resources (HR) professional with technical expertise to join our small team. As part of the Reef Authority's broader People Services team, the position will lead a small team to provide customer-focused payroll services for the Reef Authority within legislative frameworks and work procedures. The role will be responsible for the accurate and timely processing of payroll and application of enterprise agreement conditions. This role requires a highly customer-focused individual, able to work collaboratively with others and build and maintain relationships across a broad range of roles including the broader People Services team and a diverse network of customers and stakeholders internally and externally. You will help to identify continuous improvement initiatives and utilise agile ways of working to support business deliverables. The position will work with the Senior Aurion System Administrator and Workforce Analyst to set and ensure effective and efficient service delivery outcomes as well as develop a schedule of system enhancements. The role will be required to troubleshoot complex system problems, oversee system upgrades, and contribute to improvement projects. This role may be required to provide temporary operational coverage (for leave or other reasons) to other key functions within People Services. The position contributes to the continuous improvement of processes to ensure a streamlined and customer-focused service. Working under limited direction, you will contribute to project and organisational success by working closely with business, technical, and project teams to gather, validate, and document requirements. The current position is ongoing; however, through this process, a merit pool may be created to fill similar ongoing and non-ongoing positions that become available within the next 18 months.

Duties

Manage and deliver quality payroll services that facilitate the integrity and effective management of data in the Human Resource Information Management System (Aurion). Provide sound advice to managers and staff on establishments, salaries, and related entitlements and general conditions of service including superannuation, workers compensation, maternity leave, commencement, and cessation entitlements. Manage remuneration packages for all Reef Authority employees but particularly the Marine Park Board and Senior Executive Service Officers, including modelling remuneration packages, consulting with total package holders and advising on how their remuneration is administered and administering remuneration packages in the Aurion payroll system. Research, advise on, and resolve complex payroll queries including but not limited to terminations, redundancies, and Individual Flexibility Agreements. Complete payroll-related compliance activities, including the checking of more complex tasks and calculations including but not limited to PAYG taxation and superannuation contributions are calculated, paid, and reported in accordance with relevant guidelines and timeframes. Ensure that fortnightly salary reconciliations and related reimbursement activities are completed with accuracy. Ensure that relevant delegations are being correctly applied at all times. Be the Reef Authority's primary contact for payroll matters from external stakeholders (including software service providers, superannuation providers, salary sacrifice providers, the ATO, and other commonwealth agencies) and internal clients as required. Maintain HRIMS expertise, provide relevant system training to Reef Authority staff, ensure relevant policies, procedures, and user guides are up to date and accurate, and build the HRIMS and payroll knowledge and skill of the existing People Services. Supervise, mentor, and build capability for a small team in a fast-paced, high-energy, high-demand area of People Services.

As an APS employee, you may be reassigned to a different set of duties at the same classification level at the discretion of the agency head (CEO), taking account of operational requirements in the agency. Eligibility requirements & qualifications

Essential requirements

Extensive experience in administration and management of Aurion or similar Human Resources Management Information System including conducting configuration changes and enhancements in a similar-sized commercial or government environment. Proven expert understanding and knowledge of all pay-related matters, legislation, and processes. Technical expertise in extracting and analysing data from HR systems such as Aurion, including experience with Query tools and Power BI. A strong understanding of HR regulations and best practices, hands-on experience in HRMIS systems (e.g., Aurion) and a strong knowledge of HR processes such as establishments, payroll, recruitment, and their interconnections.
