The Role
The Electromagnetic Warfare and Intelligence Land Systems Program Office (EWIS-L SPO) is seeking a highly professional, motivated APS 6 Contract Management Officer. 

The Contract Management Officer is responsible for delivering technical and professional policy advice in relation to Contract Management.

The successful candidate will have demonstrated experience in developing contract related documentation including templates, reports, risk and performance reviews, contract change proposals and other contract documentation. 

Duties of the role may include:

The provision of commercial, contracting and procurement advice and support.Development of Approach to Market documentation.Conduct of procurement including evaluation, negotiation and probity support.Coordination and management of specialist advice including legal, financial and Industry Capability.Routine management of contracts under the Defence Support Services Panel (DSS) and the Major Service Provider (MSP) arrangements. $91,702 - $104,753 + 10% BDCP + up to 15.4% SuperannuationCanberra - ACT
The Role

The provision of commercial, contracting and procurement advice and support.Development of Approach to Market documentation.Conduct of procurement including evaluation, negotiation and probity support.Coordination and management of specialist advice including legal, financial and Industry Capability.Routine management of contracts under the Defence Support Services Panel (DSS) and the Major Service Provider (MSP) arrangements.The Contract Management Officer will be required to work both independently and as part of a team. Additionally, this role will include a considerable level of engagement with internal and external stakeholders including other business areas within Defence, Service Providers, and Industry Partners. 

This position currently attracts a Building Defence Capability Payment (BDCP), which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Enterprise Agreement (EA).

Electromagnetic Warfare and Intelligence Systems Branch (EWIS) in Joint Systems Division (JSD), acquires, sustains and integrates Intelligence and Electronic Warfare capabilities into a wide variety of air, land and sea based platforms and systems.

The EWIS Land Systems Program Office (Land SPO) is comprised of members from various geographic locations and disciplinary backgrounds and who have diverse skills to work together to deliver and support capabilities to the Australian Defence Force (ADF) and external Government agencies. 

This includes Force Protection Electronic Countermeasures (FPECM), Explosive Ordnance Disposal (EOD) Robots, Deliberate Route Clearance as well as Tactical Electronic Warfare systems (TacEW).

Our Ideal Candidate
The successful candidate will have:
Experience in undertaking complex Procurement and Contract Management activities; including tendering, evaluation, contract negotiation, identifying and addressing commercial risk and drafting contract documents in compliance with policy.The ability to provide accurate and timely procurement and contract management guidance and advice to the SPO.The capacity to think strategically and develop plans and processes to enhance the achievement of procurement and contract management outcomes.Excellent communication and customer engagement skills.High level organisational skills, self-drive and initiative with the ability to influence others to achieve tasks and business objectives.A flexible approach and the ability to work collaboratively with the Commonwealth and other service providers contracted to the Commonwealth.The Contract Management Officer will be required to consider and incorporate (where appropriate) contributions and feedback provided by the Commonwealth and its contracted service providers in the development of deliverables.
The successful candidate will be required to undergo a Negative Vetting 2 security clearance, but may commence the role with a lower clearance. Failure to attain the Negative Vetting 2 security clearance may necessitate a role change.
