The role
The Capital Budgeting and Reporting team supports the Director Budget Management and Reporting, the Executive Director Financial Services, and the Chief Finance Officer in providing financial management services to the Executive leadership team within the department. As Manager, Capital Budgeting and Reporting you will provide high level leadership to the Capital Budgeting and Reporting Team to ensure effective delivery of financial services broadly including the financial interface between Finance and Divisions within the department delivering capital programs and projects, providing budget management and both internal and external budget reporting on capital program delivery, related analysis, performance improvement, cash flow, provision of expert financial advice and financial support in respect to capital-related budgetary matters. This position reports to the Director, Budget Management and Reporting, and has four direct reports.
What you will be doing
In this leadership role, you will:
Lead, co-ordinate and manage the preparation of internal and external budget management reports providing insights on the status of capital program delivery, life to date expenditure, remaining and uncommitted budgets, deferrals and lapse of funding within the current financial year and over the forward estimates.Lead and co-ordinate capital reporting requirements for the Capital Portal maintained by the Department of State Development and Infrastructure, including the Queensland Government Infrastructure Pipeline (QGIP) for delivery and planning, and monthly expenditure reports for the department.Provide high level input into the Service Delivery Statement, BP3 Capital Statement and other State budget papers as relevant to the capital program.Prepare, review and provide input to Estimates Briefs and other ad hoc reports including but not limited to Ministerial, DG and Executive Briefs, Questions on Notice, PPQs, other information requests with focus on the capital program.Provide advice, information and analysis on a range of financial initiatives and issues in relation to programs and projects, capital works, capital/current grants, maintenance and other property related programs tailored to executive management and program delivery teams within the department, including through the use of contemporary data analytics, reporting systems and tools.Perform complex analysis across a range of operational and capital cost types, interrogate forecasts, provide strategic advice and input into CBRC budget submissions.Establish a strong working relationship with key internal and external stakeholders, conducive to the sharing of relevant financial information and advice on a range of capital-related issues.Lead and manage a team by guiding and mentoring the employees, providing training and development opportunities as required, encouraging a continuous improvement and positive team culture.
