Administrative Preparedness Contracts Supervisor (HSC4) DOH8364This is a remote/home-based, full-time, permanent Health Services Consultant 4 position.What You Will Do:As the Administrative Preparedness Supervisor, you will oversee a team of six professionals responsible for managing the contracts, sub-recipient monitoring, and grant compliance for the Office of Resilience and Health Security (ORHS). This position plays a critical role in ensuring that ORHS meets federal and state funding requirements and delivers high-quality technical support and contract management services. You'll work closely with internal teams and external partners, including local health jurisdictions, tribal nations, and other sub-recipients, to resolve fiscal issues, ensure compliance, and support the development and negotiation of contracts. In addition, you will lead efforts to address complex fiscal and contract-related challenges while promoting continuous improvement, efficiency, and equity in contracting and procurement processes.Expectations and Responsibilities:Lead the ORHS Contracts TeamSupervise and mentor a team of six professionals handling contracts and grants.Oversee contract negotiations and ensure compliance with federal and state regulations.Manage team performance, providing feedback, development, and professional growth opportunities.Align contract activities with ORHS's goals and ensure resourceful use of personnel and funds.Collaborate with stakeholders, including local public health jurisdictions and tribal nations, to enhance partnerships and resolve challenges.Expert Consultation in Contract and Procurement ProcessesServe as the subject matter expert for contracts, procurement, and grant compliance.Guide the development of contract scopes, procurement documents, and contract amendments.Support ORHS programs by providing training, technical assistance, and process improvement.Lead emergency preparedness efforts by establishing contractor lists and creating response processes.Ensure contracts meet federal and state funding requirements and are aligned with equity initiatives, such as supplier diversity.Manage and Improve Contract Administration ProcessesDevelop and implement contract management strategies, including monitoring and compliance tracking.Oversee financial reporting and grant compliance, ensuring accuracy in reporting to partners and funders.Identify and resolve issues related to contract administration, billing, and performance.Lead process improvement efforts, leveraging tools such as process workflows and performance standards to drive efficiency and effectiveness.Participate in Preparedness, Response, and Recovery ActivitiesObtain training and participate in the Incident Management Team (IMT).Contribute to emergency responses and updates to the Administrative Preparedness Plan.Serve as a 24/7 Duty Officer on a rotating basis.You're Our Ideal Candidate If:You embrace cultural humility by honoring diverse perspectives and cultures.You are committed to equity and inclusion, removing barriers, championing social justice, and fostering a sense of belonging.You use an outward mindset to make impactful contributions, blending your personal expertise with collaborative achievements.You excel at problem-solving and crafting effective solutions while communicating clearly across different mediums.You are dedicated to customer service and navigate diverse interactions to build strong organizational relationships.Your technical competence shines, making you an invaluable asset to our team!Location and Flexibility: We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.Required Qualifications:Experience defined below may have been gained concurrently and through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.You must meet each of the qualifications listed within one (1) of the options provided below:Option 1: Five (5) years of governmental accounting experience including budget, contract, or grant oversight and working with federal rules and regulations including OMB Circulars.Option 2: An associate's degree in finance, accounting, business administration, or a closely allied field; AND three (3) years of governmental accounting experience including budget, contract, or grant oversight and working with federal rules and regulations including OMB Circulars.Option 3: A bachelor's degree or higher in finance, accounting, business administration, or a closely allied field; AND two (2) years of governmental accounting experience including budget, contract, or grant oversight and working with federal rules and regulations including OMB Circulars.Preferred Qualifications:Two (2) years of governmental accounting experience within a health services program.Two (2) years of experience ensuring subrecipient compliance with grant guidelines and reporting requirements, including allowability and allocability of funds.Two (2) years of experience supervising or leading staff, including work assignment, performance planning, and staff development.Two (2) years of experience in an emergency preparedness or response program.One (1) year of experience developing and implementing internal operational processes for contract administration and subrecipient monitoring.One (1) year of experience providing training, technical assistance, and professional consultation on contract processes to other staff.Proficiency in MS Excel, including managing large or complex spreadsheets, using formulas to calculate data, linking worksheets, importing data, filtering lists, and creating/formatting charts and graphs.Experience developing or monitoring grant proposals, budgets, and reports.Demonstrated experience working in collaboration with diverse staff, contractors, and partners.Completion of Incident Command System (ICS) training: ICS100, 200, 700, 800, 300, and 400 (or ability to have all completed within 12 months of employment).Who We Are: The Executive Office of Resiliency and Health Security (ORHS) leads DOH responses to all-hazards public health emergencies with strength and decisiveness on behalf of Washingtonians and the communities in which they live to minimize impact on people and lives, sustain necessary response capabilities, and advance protections in advance of, during, and in the aftermath of a broad range of public health threats and emergencies.
