Position Summary Tangentyere Council Aboriginal Corporation (TCAC) is a community controlled Public Benevolent Institution delivering human services and social enterprise activities for the benefit of Aboriginal people from the Alice Springs Town Camps, urban Alice Springs, and Central Australia.
The Youth and Community Safety Manager will be responsible for the day-to-day operations, development and management of Tangentyere's Youth and Community Safety (YCS) Division. YCS brings together a range of afterhours programs and services for young people and community. This includes Brown Street Youth Service (3BS), Child and Youth Outreach Service (CYOS), Night & Youth Patrol and Looking After the Kids Service (LATK). The YCS Division is increasingly working in an integrated fashion, ensuring staff and programs work together to provide holistic services for young people to achieve positive outcomes in education, safety, and wellbeing.
The YCS Manager role has responsibility for operations and direction of teams within the YCS Division. This includes responsibility for directing a YCS Leadership team that oversee our integrated service model. Recruitment, retention, and development of quality staff and coordination of projects that impact on organisational priorities and operational outcomes. The YCS Manager will be responsible for further developing and detailing YCS programs and is responsible for prudent allocation of resources to ensure achievement of contractual and operational results. The YCS Manager will be responsible for overseeing quality management and continuous improvement of all services within the division through regular evaluation to ensure best practice.
Where necessary, the YCS Manager will liaise with, and seek guidance from, internal corporate services including Human Resources, Finance, WHS and other internal divisions, as necessary. With guidance from the Office of Chief Executive (OCE), the YCS Manager will ensure that key relationships with internal and external decision makers from relevant government and non-government organisations are built and maintained to a high standard. The YCS Manager will oversee and participate in an On-Call roster for the division and provide guidance, coaching and support to officers on the roster and conduct regular quality management reviews of on-call responses.
As part of your role, you will be working with children, people with a disability and people who are vulnerable. It is your obligation to always ensure their safety and report any concerns in line with our duty of care obligations. We have zero tolerance when it comes to abuse of any kind and will take disciplinary action, including and up to termination of employment, should we determine that abuse has taken place or there has been a failure to report any suspected or alleged abuse.
Responsibilities • Provide operational leadership to the Youth and Community Safety Division. This includes planning, design & implementation of programs within an integrated service delivery model, in accordance with best practice standards, complying with all relevant regulations and acts.
• Engage and maintain the YCS Leadership Team to implement all programs within the YCS Integrated Model of Care. This includes providing effective task delegation, guidance, and support ensuring divisional morale and productivity remains high. Navigate crises effectively, making decisions under pressure and safeguard the reputation of the organisation.
• Maintain recruitment, retention, training, and development of YCS staff at a divisional level. This includes development of position descriptions and workplans, implementation of the YCS Annual Training Calendar, and ongoing coaching and mentoring to leadership staff.
• Create a positive work environment and address procedural and interpersonal conflicts involving the YCS Division. This includes handling internal and external complaints and managing incidents in conjunction with the relevant TCAC corporate services and OCE.
• Assist with achieving safeguarding objectives across the organisation, including ensuring YCS programs align with the National Principles of for Child Safe Organisations including enaction of TCAC's relevant policies, procedures, and code of conduct.

Qualifications and Selection Criteria Required
• Tertiary Qualifications or relevant extensive experience in Business Administration or Community and Social Services including Youth Development, Education, Health, Social Work, or equivalent.
• Demonstrated experience managing and overseeing Youth and/or Community Safety operations, case management, recreation, diversion and after-hours programs for children and young people, inclusive of skills related to program development, staff supervision and management.
• Demonstrated high-level knowledge and understanding of standards of practice in Youth Development and Leadership, including knowledge of the geography and relevant resources for Central Australia
• Excellent organisational skills including the ability to plan and prioritise tasks and the ability to exercise initiative and delegate effectively with minimal supervision. Able to execute tasks required for management of multiple programs including 3 or more people.
• Good oral and written communication skills, particularly in a cross-cultural environment, including the ability to produce concise and accurate reports, briefings, and submissions, with experience in data analysis.
• Demonstrated experience in managing a substantial budget (more than two million) effectively.
• An understanding of Aboriginal culture, in particular the key issues faced by young Aboriginal people in Central Australia.
• Current NT Drivers Licence, NT Working with Children (Ochre) Card, satisfactory Police Check, and proof of full (3) vaccination against COVID-19.
Desired
• Qualification and/or knowledge in Therapeutic Crisis Intervention (TCI) framework for responding to client incidents.
• Previous experience in the Northern Territory and/or Central Australian context, particularly in relation to managing and developing staff in a cross-cultural context.
• Current First Aid Certificate, or ability and willingness to attain.
