Primary objective:
Provide high level advice and support on workforce relations matters through a client-focussed enterprise model to Northern Territory Public Sector agencies to assist them with management of their human resources, particularly case management.
Context statement:
Workforce Services are delivered to client agencies under a centralised services model across a geographically and culturally diverse environment.
The Workforce Relations team provides support across a range of areas including Employee Relations, Workforce Performance portfolios, Recruitment, Workforce Health Management, and General HR Support.
Key duties and responsibilities:
Work proactively to develop and maintain effective partnerships with clients, HR providers, and other stakeholders to ensure successful delivery of business objectives.
Work cross-functionally to support effective workforce relations service management, having extensive understanding and ability to undertake complex HR matters and management, employee complaints, discipline, disputes, medical and performance matters providing early intervention services and/or ability to undertake complex case management activities, investigations, and facilitate discussions.
Undertake research and analysis of HR data to provide high quality, effective and timely workforce relations responses and advice, and contribute to the development, implementation, and review of workforce relations practices.
Lead or contribute to strategic HR projects that support consistent Workforce Services delivery across the NTPS.
As a functional or subject matter expert, develop and maintain current knowledge of client agency and NTPS employment and industrial relations related legislation, policies, and best practice to ensure compliance with employment legislation, agency policies, and delegations.
Collaborate in the development of contemporary HR management strategies, policies, procedures, and internal documentation aligned to corporate objectives, legislation, and public sector initiatives including presentations.
Selection criteria:
Essential:
Extensive experience and contemporary knowledge of strategic HR case management and early intervention strategies.
Demonstrated planning, problem-solving, and organisational skills, including the effective management of multiple complex and high-priority case management matters to meet conflicting deadlines and timeframes.
High level communication, negotiation, and conflict resolution skills with the ability to establish collaborative relationships at all levels and across diverse cultures to positively influence HR practices.
High level conceptual and analytical skills including the ability to interpret and apply employment and work health and safety legislation.
Well-developed knowledge relating to the methodology, systems, and procedures across the broad spectrum of HR disciplines.
Highly developed written and oral skills with the ability to research and analyse information and prepare a range of high-level correspondence, including the ability to lead high-level complex HR meetings.
Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative, and respectful.
Desirable:
Extensive knowledge of the Public Sector Employment and Management Act, relevant employment legislation, and HR Management systems.
Relevant tertiary qualifications in human resources or a related field.
