As part of the Governance, Risk & Communications team, the WHS and Risk Officer will provide high level WHS and risk management support to ensure legislative compliance, to meet the requirements of the 'Performance Standards for Self-Insurers' and promote a culture of sound risk and opportunity management. The position is responsible for assisting in the development, implementation, and maintenance of the Work Health and Safety framework across the organisation.
Key Objectives
Support and assist the Senior WHS & Risk Management Officer develop and implement Council's WHS management systems, including providing administrative support.
Facilitate, develop, review, and implement WHS policies, procedures, and supporting documents to ensure compliance with legislation and industry standards.
Facilitate, develop and review WHS risk assessments, Safe Work Method Statements (SWMS) and associated safe work/operating procedures.
Actively participate in achieving actions outlined in the WHS & Risk Management Plan, working closely with the Manager Governance, Risk and Communications, Senior WHS and Risk Management Officer and relevant stakeholders to ensure timely completion and compliance.
Maintain the Skytrust system, ensuring that all data is accurately recorded, monitored and maintained, including providing organisational support in utilising the system.
Provide support to leaders and the Senior WHS & Risk Management Officer in the investigation of workplace incidents, and near-misses, ensuring root causes are identified and corrective actions are implemented.
Provide support to facilitate operational risk assessments, maintain the corporate risk register and facilitate risk reporting.
Assist with the implementation of Council's Risk Management Framework and associated activities.
Provide assistance in the investigation of workplace incidents, accidents, and near-misses, ensuring root causes are identified and corrective actions are implemented.
Coordinate the delivery of WHS training programs to staff and maintain training records in Skytrust and Council's records management system.
Conduct regular WHS audits, safety inspections, and site visits to ensure compliance with internal policies and external regulations, addressing any identified gaps.
Maintain accurate records of incidents, hazards, and WHS-related activities in Skytrust.
Prepare quarterly WHS reports as required and collate data for the reports.
Facilitate and assist with the Work Health and Safety Committee (WHSC) and Emergency Planning Committee (EPC) to fulfil their roles and requirements including agendas, reports and minutes.
Administer Return to Work (RTW) claims and provide internal rehabilitation support to the Senior WHS & Risk Management Officer.
Back-fill the Senior WHS & Risk Management Officer in periods of absence.
Assist with the development, implementation, and review of emergency management plans, including evacuation exercises.
Liaise with staff, contractors, and stakeholders and provide support and advice to promote a positive safety culture and ensure everyone understands their WHS responsibilities.
Ensure compliance with WHS legislation, codes of practice, and regulations, advising management on any changes in safety laws or standards.
Assist in the development and management of return-to-work programs for injured employees, working closely with HR and external providers.
Reporting of incidents, near miss, injuries, property damage, and identified hazards.
Take reasonable care to protect their own safety and the health and safety of others.
Follow reasonable instruction on health and safety and injury management.
Actively participate in training and WHS programs as required.
Any other responsibilities in line with the position as assigned by the Manager and/or Port Lincoln City Council.
Essential Qualifications, Experience, Knowledge & Skills
Proven experience in a WHS role, preferably within a self-insured environment.
Proven experience in high level office administration.
Experience in conducting and facilitating risk assessments, maintaining safety management systems (e.g., Skytrust), and supporting risk plan implementation.
High level communication and interpersonal skills with the ability to communicate with other staff, external stakeholders in the resolution of routine and usual matters.
Strong knowledge of Work Health & Safety Act 2012 and Return to Work Act 2014.
Proficiency in Microsoft Office suite and ability to utilise various IT platforms.
Ability to develop and deliver effective WHS and risk management training programs.
Ability to work with limited direction.
Ability to handle sensitive and confidential information.
Desired Qualifications, Experience, Knowledge & Skills
Certificate IV or other relevant qualification in Work Health and Safety.
Advanced Excel functions and tools, such as pivot tables and macros for data analysis and reconciliation tasks.
Demonstrated experience in risk management and knowledge of risk management principles.
Knowledge and understanding of local government legislation, guidelines, and standards relevant to the area of operation.
Working knowledge of Records Management requirements.
Additional Information
This position may require travel between sites.
Participation in the after-hours emergency response roster may be required.
A valid driver's license is necessary.
Key Performance Indicators
WHS responsibilities are being undertaken within required times including WHS reporting and WHS & Risk Action Plan actions.
Scheduled risk assessments are completed within the designated timeframes, with appropriate controls implemented and documented in Skytrust.
Identified training in the WHS Training Plan is delivered, with training records accurately maintained in Skytrust and Council's records management system.
