Reporting to the Manager Water Utilities, each position will have a specific focus and responsibilities to provide assistance to our teams located across the region.As the Utilities Engineering Manager, you will be responsible for developing the growth, renewals, and compliance strategies along with operational improvement projects. Ensuring employee performance is meeting expectations and managing these expectations successfully.Defining and developing appropriate growth, renewals (master planning), compliance, and business efficiency strategies.Ensuring that regulatory plans are in place and meet the necessary approval conditions.Overseeing the management of projects ensuring projects are delivered within an appropriate timeframe, budget, and legal framework.Establishing a reputation for reliance and trust across the spectrum of stakeholders, including other levels of government, councillors, management, peers, co-workers, and the general public.Ensuring Council's procurement policies and procedures are followed, including the development of scopes for RFQs or RFTs. Managing expenditure and budgets in consultation with the team, ensuring the team provides value for money outcomes when making procurement decisions. Management of budget preparations, planning, and monitoring.To be considered for this opportunity, you will need to possess:Minimum of Queensland C class drivers' licence.A relevant tertiary qualification in engineering, planning, or science or significant demonstrated experience in strategic planning and compliance.Demonstrated leadership ability in a strategic planning and compliance role of more than 5 years, preferably within Local Government.An understanding of the legislative and regulatory requirements pertinent to Local Government and management and operation of water and sewerage services.Extensive knowledge of water and sewage treatment plant processes, network design and management, risk, and asset management.Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality management, and time management.Highly developed communication, negotiation, and conflict resolution skills, including demonstrated interpersonal, oral, and written ability.Knowledge of project and contract management methodologies.Participation in the on-call duty roster.Demonstrated abilities and skills to promote leadership and cultural excellence in safety across all areas of water utilities.If this sounds like you, apply now!Working for Central Highlands Regional Council has its benefits.We are a progressive region, committed to creating opportunities for all.
