Role Overview: The Training Program Manager develops and maintains the clients' training programs, managing projects to meet quality, budget, and timeline goals. They analyse training needs, coordinate solutions, communicate changes, and ensure compliance with standards. Leading a high-performing team and fostering stakeholder relationships, they continuously improve training effectiveness to support the clients' objectives.

Key Responsibilities; Manage and lead the development, review and maintenance of training programs to ensure they align with Program goals and objectives.Responsible for managing and delivering projects within the agreed time, cost, quality, scope within risk appetite to customer/stakeholder expectation.Full project lifecycle ownership from initiation to deployment for the clients Training program, ensuring alignment to business strategies and priorities.Identifies and reports on issues with project structure, cost, risk, impact on current business activities and the strategic benefits to be realised.Communicates and manages change across the clients Program/HSP's/HE's in alignment with key stakeholders and Change Management Teams.Undertake high-level, in-depth analysis on training needs across the WA health system and develop and coordinate new training programs and training schedules, to deliver innovative training solutions in line with Program objectives iteratively throughout Deployment.Prepare and present accurate and relevant strategic plans, position papers, reports including analysis and recommendations on training and development activities and initiatives to support informed decision making.Partner with key stakeholders and the clients project teams to understand people impacts, provide expert advice and recommendations, and implement localised training plans and activities to deliver on desired business outcome.Monitor and evaluate training standards and outcomes, including using feedback from stakeholders and recommend improvements, to continuously improve learning and development offerings.Develop and maintain strong working relationships with internal and external stakeholders to develop and implement a cohesive, integrated and comprehensive training plan and approach.Collaborate with internal and external stakeholders / vendors to manage the operationalisation and delivery of the Program Training StrategyOversee development of all required training materials, including online modules and virtual training to ensure the provision of quality delivery outcomes.Motivate, coach and mentor a high performing team to build internal expertise, capability andReviews, reports on and constantly seeks opportunities to improve the effectiveness of training, including but not limited to, improved efficiencies, the adoption of new learning tools and technology, systems improvements, planning and delivery.Ensures high standards of training materials and solutions are communicated, implemented, monitored and maintained.Utilise various training methods (such as workshops, e-learning, and on-the-job training) to deliver effective learning experiences.Implements goals for initiatives and projects, aligning with the clients strategic direction towards excellence in customer service and provision of services.Ensures implemented initiatives and projects adhere to WA Health and the clients policies, procedures, and standards.Other duties as required. Essential to be successful in this role; Demonstrated experience and ability to lead and manage the design and delivery of strategic learning and development services within a large, complex organisation.Considerable experience in the development, implementation and evaluation of learning and development strategies, programs, policies and systems.High level communication and interpersonal skills with the ability to negotiate and consult with a range of stakeholders.High level time management skills with the demonstrated ability to manage competing priorities and deliver positive outcomes.Experience in driving change and process improvement including high level analytical and problem-solving skills resulting in innovative outcomes.Demonstrated knowledge and application of Vocational Educational Training (VET), competency-based training and assessment and adult learning principles.Current valid NPC or able to obtain onePossession of a Leadership and Management qualification and /or relevant experiencePossession of a Certificate IV in Training and Assessment or equivalent qualification (such as Diploma VET)Current knowledge of legislative obligations for Equal Opportunity, Disability Services and Occupational Safety & Health, and how these impact on employment and service delivery.
