Training & Development Officer (Marine) , Queensland Police Service

The State Marine Training Section, Water Police, Lytton is seeking a Training & Development Officer to support the development of training programs. The programs include National Recognised courses for our members to operate the QPS Vessel fleet, undertake search & rescue coordination & other specialised training. The successful candidate will undertake duties across QLD to develop, & implement training, assessment & evaluation strategies that meets policing industry, the Registered Training Authority, & the requirements of the national regulator, with the view to improve QPS capability & support frontline policing operations. It is an exciting role with the requirement of the position to engage & strengthen partnerships with industry & key stakeholders across Government, whilst working with emerging technology to deliver specialist training outcomes to make QLD the safest State.
The core capability requirements for this role are: • Develop and deliver QPS education & training courses & programs using evidence based adult education techniques and training best practice strategies.
• Identify training & developmental needs & assist in the assessment, monitoring, evaluation and continuous improvement of all training and assessment strategies, practices, programs and participants.
• Overview and develop training packages, VET accredited course requirements & internal course materials in accordance with the national training packages and QPS policy.
• Coordinate course curriculum, collate records and allocate tasks applicable to the state water police training section.
• Research and contribute to the development of service policy relating to QPS training outcomes.
• Establish and maintain effective networks both within the QPS and external agencies.
• Provide timely and accurate advice to the Coordinator, State Marine Training Section on matters effecting maritime training requirements.
Role Requirements: Mandatory
• Meet the colour vison and medical requirements for domestic seafarers' qualifications that relate to Navigation & or Lookout duties, AMSA form 1850 refers. (Standards for the medical examination of domestic seafarers - AMSA).
• Applicants must hold a valid Australian driver's licence (Queensland Open Class C without A (automatic) condition).
Technical/ Operational/ Educational experience
• Qualifications including TAE40116 Certificate IV in Training and Assessment, equivalent or higher, MAR30821 Certificate III in Maritime Operations (Marine Engine Driver grade 2 Near Coastal) and MAR30921 Certificate III in Maritime Operations (Master less than 24 metres Near Coastal) equivalent or higher and hold the AMSA Domestic Certificate of Competency (CoC) (Vessel qualification) for each qualification or the ability obtain CoC would be highly regarded.
Other
• It is desirable that the applicant can quickly meet the ASQA requirements to undertake training (Nationally recognised - QPS RTO 1549; and have the technical skills and experience to train Queensland Police Service members; and meet the requirements of AMSA to undertake AMSA Mandated Practical Assessments for the QPS RTO.
Other
• Delivery of training & assessment can be within a classroom, workplace, simulated & online learning environments. Other training materials may require media productions & the use of electronic aids.
• Successful applicants will be required to attain & maintain marine certification & operational proficiency appropriate to this role.
• This position requires the ability to travel within & outside of QLD & the capability to work & live aboard QPS vessels. Deployments may be up to & including 10 days in duration.
