Scope of Task:The Chief of Army (CA) is the capability manager (CM) for the Counter Explosive Hazard (CEH) capability managed through the Land Survivability Program (LSP) and Land Intelligence Surveillance Reconnaissance and Electronic Warfare (LISREW) Program (for in-service Electronic Countermeasures).
DEF 8101 – Counter Explosive Hazards (formally LAND154 Ph4) is a CEH Sub-Program, comprising support from the Joint Capability Manager (AHQ), Capability Acquisition and Sustainment Group (EWIS-L SPO), Land Countermeasures Reprogramming Cell (LCRC), Intelligence (DIO), and Science and Technology (DSTG) stakeholders for the development and validation of electronic Force Protection measures.
As of 01 Dec 20, the Joint Counter Improvised Threat Task Force (JCIT TF) was stood down and a significant range of responsibilities transferred to the CEH sub-program within AHQ Head Land Division (HLD).
LSP, as the managers for FPECM acquisition and sustainment, requires a Technical Threat and Explosive Hazard Analyst (Electronic Engineering, EOD, & Intelligence) to support DEF 8101 and the wider CEH sub-program by providing technical advice, expertise, and assessments across the Land, Maritime, and Air Domain.
It is assessed against current operational tempo that the requirement is for one Threat Analyst.

Deliverables: Monitor all-source, FVEY and NATO intelligence reporting and liaise with all key stakeholders to remain aware of all non-conventional threat trends, changes or significant events and report as applicable.Assist DIO with the preparation of intelligence reports and other threat reporting by providing SME advice.Analyse threat likelihood, assign preliminary threat priorities and produce the Non-Conventional Threat Prioritisation Assessment.Participate in the Threat Priority Working Group.Compile minutes of the Threat Priority Working Group.Produce Non-Conventional Threat Reports and applicable matrixes.Attend and provide a threat update at the CMD&V Management Board.Preparation and dissemination of ADF Improvised Threat Reports.Preparation of formal briefs (as required) for submission to the forums and working groups.Provide technical advice in order to assist in product development and understanding.Liaise with relevant ADF stakeholders on new and emerging threats.Interpret technical exploitation reports on improvised threats to support the production of intelligence assessments.
Ensure that technical assessments inform ADF understanding and force protection.Provide technical advice on current and emerging threat technologies and the implications to ADF / Partner Force Protection.Support Army HQ staff as part of the exploitation of recovered RCIEDs and the development surrogates to support ADF FPECM and associated CIED capabilities and to inform broad-spectrum understanding and approaches to counter current and emerging improvised threats.Deliver comprehensive handover document at the completion of the contract.Other relevant information or special requirements:The successful candidate must be able to work from Russell Offices, Canberra ACT.
