The Program Planning, Innovation and Reporting (PPIR) is a branch within the Strategy and Performance Office. Our work is complex, high-profile, and fast paced, and delivers key program management, innovation and reporting, and governance and assurance outcomes for the AFP. We play a critical role in partnering with internal and external entities to support organisational programs.
As an Enterprise Program Management Officer (EMPO), you will play a pivotal role in developing people, managing change and influencing behaviours that lead to a supportive culture that respects the perspectives, talents and value of every individual. Consistent with the AFP values, AFP leadership philosophy, organisational reform agendas, AFP corporate business plans and your Performance Development Agreement, the expectation is that you will deliver on the core responsibilities and meet role requirements.
The Enterprise Program Management Office (EPMO) provides high quality, professional program management expertise, services, and processes that support the AFP, Government and the Community. The EPMO is responsible for the provision of specialist program management expertise to support the successful delivery of high priority enterprise and inter-agency programs. The EPMO's key functions include collaborative development in strategic program management documents as well as best practice administration support with internal and external stakeholders. The EPMO is responsible for creating, maintaining and overseeing a range of documents that ensure best practice Program Management for New Policy Proposal's (NPP's). The documents support governance, consistency, risk management and transparency across the entirety of the Program and are responsible for providing a deeper understanding of a program's design, status, and delivery through regular reporting and governance mechanisms to support Senior Executives and AFP Boards.
You will also be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.
What will you do? As the Enterprise Program Management Officer within the EPMO, your key responsibilities include:
Lead the development, implementation and continuous improvement of enterprise-wide program management, process, standards, and frameworks. Establish and maintain governance structures to ensure Programs are executed in alignment with AFP's strategic goals, in particular secretariat governance, financial management and/or risk management. Enforce the defined AFP Program management methodologies, tools, and templates as per the AFP Program and Project Management Framework (PMF). Identify and mitigate the Program risks, and processes to ensure proactive steps to resolve issues and prevent potential delays or cost overruns. Provide Program Risk Assessment and contingency plans to Senior Leadership to manage enterprise-level Program challenges. Engage with a wide range of internal and external stakeholders including Executives, developing and maintaining strong and effective relationships. Provide regular updates and performance tracking reports to Executive and stakeholders highlighting key achievements, financial status, risk management, and Program Health. Provide and manage Secretariat support to Programs. Provide Program and Project knowledge/skills transfer to other team members. Proactively identify opportunities to promote continuous improvement and facilitate cooperation. Model the AFP's Core Values and maintain the highest level of professional standards. Essential Requirements You must be an Australian Citizen A Negative Vetting 1 (Secret) security clearance or the ability to obtain one Demonstrated knowledge or experience in Program or Project Management The ability to prioritise tasks and meet tight timeframes, with minimal supervision, while delivering high-level outputs Exceptional stakeholder engagement and communication skills to liaise with diverse stakeholder groups, including Executive with the ability to present to large or small groups Desirable Requirements Ability to manage and provide Secretariat support within the EPMO and broader Programs across the Agency Ability to develop infographic material to support delivery outcomes for Senior executives Ability to analyse sensitive issues and risks and recommend solutions using expertise, taking the initiative to identify alternative courses of action and apply regulatory frameworks appropriately.
