Primary Objectives: This role directs the operations of Procedural Support, Hansard, Education, and Library and Research Services. The incumbent performs the role of Serjeant at Arms and is an authorised officer under the Legislative Assembly (Security) Act 1998.
Context Statement: The Department of the Legislative Assembly provides the Northern Territory Legislative Assembly, its Members and Committees with quality and timely support for the operation of the Parliament, Parliamentary Committees, the Parliament House precinct, and Electorate Offices (and staff).
Key Responsibilities: Coordinate and direct a range of services for the sittings of the Assembly and the management of parliamentary information, including providing accurate procedural, financial and personnel advice to deliver a high level of support to the Speaker, Members, Electorate Officers, Parliament House building occupants and visitors, and to the public. Provide leadership and direction for the operation of the Table Office, Hansard Unit (which is responsible for transcription and broadcast of Assembly and committee proceedings), Parliamentary Education Service and Library and Research Service. Provide immediate advice and procedural support to the Speaker, Ministers and Members on the programming and conduct of business in the Chamber, including preparing documents, and serve as a Clerk-at-the-Table during meetings of the Assembly. Facilitate the security and order of Members in the Chamber during sittings at the direction of the Speaker and ensure effective coordination of security matters for the Assembly. Provide input into training and information sessions provided by the Assembly and undertake research and report writing as directed by the Clerk. Selection Criteria: Essential: Demonstrated knowledge of parliamentary procedures, the legislative process and government operations. Demonstrated experience in leading and managing a diverse team to deliver accurate and timely support services during periods of intense demand. Highly developed conceptual, analytical and research skills. Effective written and oral communication and negotiation skills to engage with Ministers, Members, visiting delegates, public sector officers and members of the public. Demonstrated proficiency in the creation, management and maintenance of corporate records and online content management. Proven ability to respect and adhere to the requirements of confidentiality, impartiality, integrity and the ability to remain calm under pressure. Desirable: A tertiary qualification in a relevant field. Requirements for Selection and Undertaking the Role: Prior to being formally offered a position with the Department of the Legislative Assembly, applicants will be required to submit a pre-employment declaration which includes information regarding their criminal history, conflict of interest and other continuing employment or volunteer work. The successful applicant will be subject to a criminal history check. A criminal history will not exclude an applicant from this position unless it is a relevant criminal history. Access to recreation leave will be restricted during Parliamentary sitting periods. The position is based at Parliament House; however, will require travel throughout the Northern Territory and interstate at times.
