Primary objective: Provide strategic and operational leadership and management to the Accounting, Taxation and Travel team in the delivery of quality, client-focussed services that support the agency achieve required outcomes. Ensure the ongoing development, monitoring, and provision of expert accounting advice on a range of matters, the provision of services in accordance with relevant statutory and Accounting Standards and within the Government regulatory framework.
Context Statement: The Finance Branch provides client support services to the agency in the areas of budget management, financial management and reporting, tax management and travel.
Key duties and responsibilities: Support the CFO in the design and delivery of quality accounting, taxation and travel services and initiatives that contribute to organisational objectives. Provide strategic and operational leadership and management to the team in the delivery of effective, efficient, and contemporary accounting, taxation, and travel services. Provide expert level advice to senior executives regarding a diverse range of complex accounting, taxation and travel matters including policies and strategies, debt recovery, remote land leases etc. Prepare a range of high-level documents for a range of diverse internal and external stakeholders. Ensure the effective governance and reporting systems across the Accounting and Taxation team and Agency, including facilitating implementation and training and ensuring proper governance and controls in line with Treasurer's Directions and Australian Accounting Standards. Develop and coordinate input for inclusion in Budget papers. Liaise with the Department of Treasury and Finance and other stakeholders on budget submissions, new initiative proposals and financial returns. Lead specific complex projects with agency-wide implications e.g., implementation of new finance systems. Selection criteria: Essential: Proven leadership skills that foster a constructive workplace culture, inspire a sense of purpose, and enable staff to perform effectively in achieving required outcomes. High level knowledge of and experience in financial governance and legislative/regulatory compliance, statutory reporting, policies, standards, and processes. Proven high level experience delivering financial and accounting services including EOFY processes/reporting, GST, FBT. Proven experience in undertaking/coordinating financial audits, risk management and business system improvement. High level communication and interpersonal skills with the ability to negotiate/interact with influence with a diverse range of stakeholders including at the executive level. Desirable: Tertiary qualifications in a relevant discipline e.g., accounting, finance, or business. Qualifications in management/leadership and/or as a Chartered Professional Accountant. Experience working in a para-military organisation.
