Primary purpose of position The EL1 Project Manager requires a senior project manager experienced in the management and successful delivery of technology and digital health projects. The key skills and experience required include:
Demonstrated experience in managing technology and digital health projects in a multi-vendor environment, creating and managing integrated project schedules that align dependencies and deliverables, track progress and minimise project risk.Ability to perform a leadership role and be responsible for defining and managing the requirements, scope and the end-to-end delivery of projects ensuring compliance with the Agency's project management framework, policies and procedures.High level stakeholder engagement skills and be able to understand, negotiate and resolve very complex, difficult, and/or sensitive issues that may arise within a project.The Project Manager will require the ability to facilitate technical discussions to understand impact on project delivery and communicate technical information to a non-technical audience.
Relevant duties1. Leadership and AccountabilityPossess and apply highly developed project management expertise and knowledge across Agency projects; ensuring all assigned projects are commenced, progressed and concluded in compliance with the Agency's project management framework and the Agency's assurance and governance processes for security, risk and clinical safety requirements.Provide project management expertise across a broad range of project activities required to successfully achieve the outcomes; including setting the priorities and standards for the following project activities (such as consultation, planning, scheduling, reporting, budgets etc.)Accountable for the achievement of own and team outcomes, monitoring team progress and following through to deliver quality outcomes; determining the operational direction for a project and that it is and remains aligned with project plans and the mid to longer-term planning objectives of the Agency.Accountable for monitoring emerging issues in a project; identifying impact on agency priorities; taking responsibility to engage with risk and perform risk management activities including planning, leading and managing the mitigation response and treatment actions.2. Management Diversity and SpanResponsible to build project teams capability through coaching, providing performance feedback and encouraging career development that enables the effective delivery of projects outcomes.Accountable to plan and manage allocated human, physical and financial resources within a project; developing appropriate controls, monitoring achievement against plans and adjusting plans to meet changing demands.3. Job Context and EnvironmentUndertake very complex project work activities with an awareness of their possible impact on strategic, political or operational outcomes for the Agency; performing regular reviews on the project to ensure risks and issues related to the project are identified, assessed and mitigated in alignment with applicable Agency frameworks.Work with project delivery teams to track progress and compliance against the requirements contained in project plans; identifying any variance to the project plan requirements; taking action on what needs to be done; choosing options and appropriate courses of action from a range of options.4. Independence and decision-makingWork with a level of independence and under broad direction to provide project management guidance based on established Agency project priorities, frameworks and methodologies; leading the delivery of complex and very complex project outcomes.Communicate and make decisions that are based on professional judgement, Agency project management framework and the evaluation of risks to the project in the context of a very complex and changing Agency operating environment.Perform research and analysis that involve complex to very complex project activities to identify, analyse and interpret project requirements that may be conflicting; selecting and taking the appropriate course of action.5. Stakeholder ManagementEngage and collaborate with key stakeholders to achieve project outcomes; anticipating and responding to their needs ensuring stakeholder expectations are clearly articulated, documented and understood by the project delivery team.Communicate and negotiate with project stakeholders to resolve conflict in the context of escalated, sensitive or difficult issues; taking the initiative to deal with complex and contentious matters requiring persuasion and sensitivity to minimise oppositions and maximise acceptance and cooperation.Essential requirementsAbility to obtain and maintain a Baseline security clearance with the ability to obtain and maintain a higher clearance if required by the Agency. Ability to obtain and maintain national police check. Australian Citizenship is a condition of eligibility.
Relevant Qualifications and/or necessary experience aligned to section/branch operational requirements will be highly regarded.
