Position Summary Purpose Understand the business needs for products and services from external suppliers. Translate the business need into a sourcing strategy to meet demand and requirement. Executes the process of ordering of goods, services, supplies, equipment, and raw materials to support operations and services in accordance with prescribed purchasing policies, regulations, and procedures. Understands schedules, risks to orders and manages a supplier's individual order performance to requirements for orders which require greater experience or specialty knowledge to manage. Monitors and reports status and progress of orders to procurement leaders, requestors and stakeholders.
Duties & Responsibilities Functions ESSENTIAL Work with operational business segments to understand their business, strategy and needs. Convert the business needs into a purchasing and sourcing strategy, and ensure supplier base are developed and aligned with the need and business plan. Establish and maintain a supplier portfolio to meet current and future demand, from a HSE, quality, cost and capacity perspective. Reviews and analyzes purchase requisitions/purchasing demand. Identify potential bidders, suppliers of goods and services. Prepares and solicits bidding processes, and lead the evaluation process in cooperation with relevant stakeholders. Issues requests for quotes/information and reviews quotations. Understanding business and technical requirements for third party goods and services such as specifications, drawings, volumes, etc. Engages in negotiations to procure goods, supplies, equipment, and services, aiming to secure the most advantageous deal for the company. Develop and maintain a plan and a strategy for long terms partnership through contracts and agreements with selected strategic valuable suppliers. Prepares purchase orders and sends copies to suppliers and to departments originating requests. Evaluate current and prospective suppliers through supplier reviews, site visits and audits, in coordination with to assure supply capabilities, on-time delivery, quality and service. Ensures the communication of technical, quality, legal, and commercial requirement sourcing information for goods and services, and facilitates the resolution of commercial, quality and technical issues related to sourced goods, both internal and external to Oceaneering. Manages procurement plan and pricing strategy to support cost objectives and works to ensure delivery schedules are adequate to support project and operational needs. Resolves purchasing issues between OII, Account Payable and vendors. Performs administrative activities in support of the purchasing function. Able to work independently with little or no supervision. NON-ESSENTIAL All other duties assigned
Supervisory Responsibilities This position has no supervisory responsibilities.
Qualifications REQUIRED Bachelor's Degree and a minimum of three (3) years' related industry experience or equivalent combination of education and experience. 3+ years' experience purchasing raw materials, machined products, and/or fabricated structures. 2 years minimum experience reading drawings, including interpreting welding symbols and machine tolerances. Proven experience working as a Senior Buyer in the same field or related field required. Additional certification in the field of procurement desired. Strong knowledge of the industry and market conditions. Excellent written and verbal communication skills. Impeccable negotiation and problem-solving skills. Exceptional interpersonal skills and rapport building. Knowledge, Skills, Abilities, and Other Characteristics Knowledge of appropriate steps to analytical problem solving. Ability to establish and maintain cooperative working relationships. Ability to work in a team environment, remaining attentive to ideas, recognizing responsibilities, and actively participating with others to accomplish assignments and achieve desired goals. Knowledge of department's policies, rules, regulations, business goals, vision, organizational structure, culture, philosophy, operating principles and values, etc. Ability to establish and maintain project priorities. Closing Statement Working Conditions This position is considered OFFICE WORK which is characterized as follows:
Almost exclusively indoors during the day and occasionally at night. Occasional exposure to airborne dust in the workplace. Work surface is stable (flat). This position is considered LIGHT work.
OCCASIONAL: Lift up to 20 pounds. FREQUENT: Climbing, stooping, kneeling, squatting, and reaching. CONSTANT: Lift up to 10 pounds, Standing, Repetitive movements of arms and hands, Sit with back supported.
