About the Role Full time - Ongoing Operating under limited direction, the Surveillance Lead provides routine and adhoc assurance of the works associated with the Division's routine maintenance contracts across regional Victoria. They are required to exercise professional independent judgement whilst undertaking inspections and observations to ensure contractor conformance to DoT standards and specifications.
Develops and undertakes routine and ad hoc assurance inspections and observations to assure that contract maintenance works are being executed in accordance with the requirements of DoT Specifications, technical standards, codes of practice and relevant road and safety management legislation.Engages with contracted stakeholders to ensure the efficient and effective maintenance of DoT roads network infrastructure, providing technical advice regarding the quality of all facets of road maintenance works. The Surveillance lead will facilitate open discussion and engagement with the contractor where nonconformance has been identified applying a consistent approach in accordance with DTP standards, policy and procedures.The incumbent supports the QA team leader in the development, management and delivery of the VRMC QA system. Understands DTP's legislated obligations for the management of network risk for its employees and the network user and takes action to ensure that network risk (hazard and defect) is identified and managed in accordance with legislation and DTP policies and procedures.Works collaboratively with the commercial and performance teams to inform the performance regime and contract commercials of surveillance outcomes. Providing outstanding service and good quality records in accordance with DTP procedures.KEY SELECTION CRITERIA The Surveillance Lead will have consistently demonstrated the ability to execute maintenance tasks efficiently by prioritising work based on urgency and impact, utilising approved systems and task management tools to ensure accurate record-keeping. Your critical thinking and problem-solving skills enable you to resolve issues effectively, drawing on your deep understanding of relevant standards and guidelines. When guidelines are lacking, you proactively analyse available information, consult with colleagues, and gather additional data as needed to make informed decisions. You take pride in building strong stakeholder relationships, ensuring DoT and stakeholder satisfaction, and constructively addressing any concerns. Through your effective communication and negotiation skills, you tailor your approach to suit diverse audiences, linking your ideas to values and needs. With strong technical skills in civil construction, you have monitored performance to meet specified standards and apply your expertise to identify and address problems. You are committed to continuous improvement, sharing knowledge with your team to enhance overall capability while maintaining high standards of quality, even under time and resource pressure.
