About the role: This is a unique opportunity to progress your career and obtain valuable experience working as a Supervising Lawyer in the Specialist Legal & Litigation Division of the Victoria Police Legal Services Department (LSD).
Victoria Police's LSD provides legal services and advice to support policing, courts, and the Victorian community. The LSD is led by an Executive Director (who is also the organisation's General Counsel) and employs over 800 staff spread across four divisions – the Office of the Executive Director; the Specialist Legal & Litigation Division; the Courts & Prosecution Services Division; and the Legal Business Operations Division.
This vacancy is a rare opportunity to make a significant contribution to the work of the Office of Chief Examiner (OCE). The Chief Examiner's Legal Unit (CELU) is a small legal team embedded at the OCE in North Melbourne.
The OCE facilitates the operation of the coercive powers regime established under the Major Crime (Investigative Powers) Act 2004 (Vic), for the investigation and prosecution of organised crime offences. The CELU performs a specialised legal function dedicated to serving the Chief Commissioner of Police as well as the independently appointed Chief Examiner. The Supervising Lawyer reports to the Managing Principal Lawyer, CELU and is a member of a small team comprising both sworn and unsworn personnel.
Your duties will include: Preparing and advising on applications under the Major Crime (Investigative Powers) Act 2004. Legal research, inclusive of statutory interpretation and the application of case authorities in a nuanced area of law to formulate recommendations and advice. Drafting complex legal documents, confidential correspondence and high-level briefings and memoranda. Briefing counsel and appearing as instructing solicitor for the Chief Examiner and/or Chief Commissioner of Police in complex litigation. Stakeholder liaison with investigators, court staff, legal practitioners, the Victorian Inspectorate, the Public Interest Monitor and others as required. Supervision and guidance of more junior staff members. Providing support to the Managing Principal Lawyer of the Chief Examiner Legal Group. As the successful applicant, you will have: Advanced written and oral communication skills. Proficiency in the application of the law and demonstrated ability to provide sound and timely legal advice and recommendations. Excellent time management and organisational skills, including the ability to meet tight deadlines. The ability to work autonomously in a complex and nuanced area of law. Demonstrated experience supervising and mentoring team members. A high-level of integrity. A high-level of emotional intelligence. The ability to work in a multi-disciplinary team and support a positive workplace culture. Knowledge of criminal law and procedure, confiscations, disclosure and/or coercive powers regimes would be highly desirable. Requirements and relevant information: The salary range for a VPS5 role is $109,730 - $132,764. Although it is standard practice for selected candidates to commence at the base of the salary range, genuine consideration will be given to a commencement salary within the available range that is commensurate with the successful candidate's knowledge, skills and experiences. This will be subject to negotiations with the Hiring Manager in the course of the selection process and may include the provision of evidence of a higher income and/or supporting documentation (as required). This position is located at the Office of Chief Examiner, 8-14 Cobden Street, North Melbourne. The successful applicant will be required have a Negative Vetting 1 security clearance or otherwise be eligible to undergo National Security Vetting and achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen. The successful applicant will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening. As a member of the Legal Services Department, you will be located, on selection, at a specific office within a Division for a particular advertised opportunity. However, given occasional legal service demand issues you may be required at times to undertake varied work within the Department.
