City of Prospect's Strategic Community Plan is focussed on four key areas: Community Value, Quality Infrastructure, Funding our Future, and Sustainability; it offers a vision for the immediate future of the city that is empowering a thriving, engaging and welcoming place to live and work.Reporting to the Director City Growth and Development, the Strategic Project Manager will be the prime driver and point of contact developing the scope for development of a multi-faceted Prospect Lifestyle Precinct (PLP) Project which will be the inception and activation of a new multi-purpose area within the Prospect Council, encompassing community space, residential, commercial and recreational development.Key Accountabilities and Responsibilities include:Develop end-to-end project master plan that is aligned to Council's strategic objectives and supports the vision for the PLP project.Become the central contact point for internal staff and external lead and specialist consultants.Ensure concept plans and designs for the multi-purpose development of the area meet relevant Australian Standards and integrate economic, social and environmental considerations.Prepare a range of high-level written materials, including key project indicator reports, Council reports, briefings and formal correspondence.Develop, monitor and review initial costings and project budget.Lead the asset-based project management, project delivery, Project Risk Assessments, WHS and general project governance activities for phase 1 of the PLP project.Lead cross-functional project teams and manage project timelines and deliverables.Develop tender documentation and specifications required for the engagement of appropriate consultants and contractors for the delivery of phase 1 of PLP Project.Provide technical advice to residents, staff, Elected Members, community, tenderers, and contractors.Ensure effective key stakeholder communication and consultation. Oversee the Project Control Group and facilitate the Community Reference Group and Facility User Group.The successful candidate will be critical in delivering the project plan and shaping the future of the Prospect Oval precinct. You will play a crucial role in ensuring that the Council's efforts in establishing this legacy precinct are strategically aligned, impactful, and communicated effectively both internally and externally.You must have tertiary qualifications in either Planning, Property, Project Management or a similar discipline and have significant experience in end-to-end project management with modern project management systems and project governance frameworks. You will be an excellent communicator who works strategically and collaboratively to achieve results and resolutions.
