Transport Service is a Group  within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians. Regional Transport is a Division  in Transport Services Group, and is responisble for provideing better transport experience connecting regional communities, businesses and visitors. About the Role (multiple roles available) Places of work -  Benalla and/or Bendigo (Flexibility may be available) The purpose of this role is to protect and enhance the Transport Network through the provision of sound statutory planning advice including review of planning referrals, Transport Impact Assessment Reports, and assessment of strategic level land use decisions, including input to Municipal Strategic Statements and Planning Scheme Amendments. This role also manages the statutory consent process under the Road Management Act 2004. Position Description, please click here Position Outcomes The candidate must demonstrate expertise in statutory planning, offering technical input and representing at inquiries, while also addressing complex transport safety and traffic management issues in alignment with industry standards. Additionally, they actively fostered effective stakeholder relationships, ensured timely delivery of services, and contributed to improvement projects and policies, supporting safe, inclusive, and flexible team operations under the guidance of the Team Leader.flexible team operations under the guidance of the Team Leader. Key Selection Criteria Critical Thinking and Problem Solving (Applied):  Resolves issues through deep understanding or interpretation of existing guidelines (such as statutory planning processes, DTP Traffic Engineering Manuals, Austroads Guides, and Australian Standards etc); Where guidelines are not available, analyses ideas available and takes action through self, or in consultation with others to resolve problems. If required, determine additional information needed to make informed decisions. Applies critical thinking and problem-solving concepts in the right context. Stakeholder Management (Applied):  Takes steps to add value for the client or stakeholder (such as other groups in DTP, other government agencies, municipalities, commercial and community organisations and members of the public); Links people with other areas as appropriate; Monitors client and stakeholder satisfaction; Constructively deals with stakeholder issues with timely and practical responses.  Precincts and Placemaking (Accomplished):  Provides specialist knowledge and modelling to inform decision-making on Precincts, Strategic Planning and Statutory Planning; Exercises independent professional judgement in the application of statutory and strategic planning processes to recommend and respond to planning applications (e.g. access controls, permit conditions, Section 173 agreements etc) and Planning Scheme Amendments Future Focus (Accomplished):  Understands the broader context (e.g. economic, social, political, organisational) when reviewing an issue or problem and supports others to do so. Is future oriented in analysis, thought and action; Actively seeks out new technology to enhance team systems, processes, and service delivery. Undertakes planning to ensure the organisation is future ready through managing change. Influence and Persuasion (Applied):  Consistently adapts the content, style, message or tone of communication and presentation to suit the audience and plans how to tackle objections; Applies own ideas by linking them to others' values, needs and goals. In addition to the core competencies, candidate needs to demonstrate flexibility in adjusting to changing priorities, effectively communicates strategic goals to team members to foster a sense of purpose, and actively collaborates with external teams to build a supportive and cooperative environment while providing assistance in challenging situations. Qualifications and Experience Desirable  Experience in statutory or strategic planning, traffic engineering or transport planning. Tertiary qualification in Planning or Engineering.
