The Role
Your primary purpose in this position is:
To perform a planning role in the assessment and processing of subdivision and statutory planning applications, including land use and subdivision applications.
To assist the Statutory Planning Department in applying the Planning & Environment Act 1987, Subdivision Act 1988, and other relevant regulations.
To provide high standard customer service in response to all requests and enquiries related to Statutory Planning.
Key Responsibilities include but not limited to:
Planning & Design Technical Matters
Provide a high standard of technical Statutory Planning advice that meets the needs of the community, developers, landowners, and the City at all times.
Administer and apply the provisions of the Planning & Environment Act 1987, Subdivision Act 1988, Greater Dandenong Planning Scheme and other relevant Acts, Regulations, Codes of Practice, Policies and the like.
All statutory and internal policies and procedures followed at all times, including legislative and internal timescales.
Provide a high standard of representation for Council on all matters to the Victoria Civil and Administrative Tribunal (VCAT) and Panel hearings, including at mediation and hearings, the negotiation of consent orders.
Assist in the briefing of Legal representatives and external planning and/or other consultants.
Customer Service:
Respond to Statutory Planning customer requests and provide timely responses to the resolution of day-to-day Statutory Planning related issues.
Provide specialist technical advice regarding the Statutory Planning requirements for planning permit applications and subdivisions.
Reporting
Prepare well considered Delegate Reports, letters, emails and other reports on Statutory Planning matters to a high standard at all times.
Liaison and Advocacy
Liaise with external bodies such as DTLPI, DEPI, DSDBI other Councils, service authorities, VicRoads, Melbourne Water and other relevant organisations to ensure their input and collaboration on all relevant Statutory Planning matters.
Advice
Provide advice to developers/consultants and members of the public in respect of statutory planning within the context of the Planning and Environment Act, Subdivision Act and the Greater Dandenong Planning Scheme in person and in meetings, presentations, reports etc.
To be considered for this role you should have:
Essential Qualifications and Experience:
Tertiary Qualifications: Relevant qualifications in Planning or related fields, or equivalent experience.
Legislation Expertise: Knowledge of statutory planning and subdivision regulations, including the Planning and Environment Act and Subdivision Act.
Experience
o Experience presenting planning matters before the Victorian Civil and Administrative Tribunal and Panel Hearings.
o Proven ability to work successfully with developers and process development proposals.
Issue Resolution: Capable of resolving planning issues through discussion and cooperation.
Oral and written communication skills: Must provide clear writing and effective report preparation.
Time management and prioritization: Must show self-motivation and strong organizational skills.
Ability to commit to rosters with a proven track record of good attendance and punctuality.
