Social Procurement and Governance Specialist 
The role will be leading the effective delivery of social procurement initiatives including Modern Slavery Act, Jobs Act, Aboriginal Procurement and Disability Enterprise by providing guidance, assurance, implementing recommendations, reviewing and monitoring performance and working with stakeholders to ensure compliance with legislative, state government and Horizon Power's policies, processes, templates and best practice. 
This is a permanent, full-time position. 

Your new role will: 

• Responsible for overall governance including the development and continuous improvement of the Procurement Policy, Procurement Guides and supporting procurement templates and documentations and provide advice and guidance on such matters.
• Develop and implement social procurement strategies and policies that align with the Horizon Power vision, mission and values. 
• Identify, assess, monitor and promote potential social procurement opportunities and risks, such as sourcing from social enterprises, Aboriginal suppliers and regional/ local businesses and liaise and work with internal teams and external bodies, independent advisors and organisations.
• Produce the Modern Slavery Statement, reporting and associated documents and other activities such as due diligence to meet Horizon Power's Modern Slavery Act obligations.
• Responsible for procurement upskilling and change management including training, mentoring and supporting the wider Procurement & Supply Chain team and business, and consulting external independent advisors and bodies.
• Responsible for representing Horizon Power at workshops, networking events and forums.
• Monitor and evaluate the social, economic, and environmental impacts and benefits of social procurement activities, using appropriate indicators and metrics including developing PowerBI reports.
• Identify system enhancement / optimisation opportunities to support data management, analytics and reporting for procurement systems.

You will have:

• A degree and or professional qualification in law, finance, management, economics, commerce or an equivalent discipline is essential.
• WA Driver's License Class "C" or "C-A" is essential.
• Demonstrated experience in procurement, governance, or related fields, preferably in the utility sector or a similar industry.
• Demonstrated knowledge and understanding of social procurement and governance principles, practices, and standards, as well as the utility sector's regulatory and operational environment.
• Excellent communication and interpersonal skills, with the ability to build and maintain positive relationships with diverse stakeholders, such as suppliers, partners, customers, regulators, and the media.
• Technical Skills – Source to Contract, Procurement Strategy and Planning, Contract Management, Contract Law and Legislative Obligations, Negotiation Planning and Negotiating, Financial Management and Projects.
