The People Branch provides a key enabling function, supporting the development and delivery of the agency's people capability. The branch is responsible for the delivery of all human resource and people strategies, striving to embed an agile and high performing culture across the agency. It encompasses all human resource functions; recruitment and entry programs, pay and conditions, workforce planning, workplace relations, performance, workplace health and safety, wellbeing, diversity and inclusion, and training and development.
The National Manager People is responsible for leading the People Branch and providing strategic direction and advice on all aspects of people management and organisational culture within the ACIC. The National Manager People plays a critical role in driving the ACIC's workforce strategy, ensuring the agency has the necessary capabilities and capacity to achieve its strategic objectives. They will lead a diverse group of professionals in support of the ACIC's role as Australia's national criminal intelligence agency.
Reporting to the Chief Operating Officer, the National Manager People will be required to:
Drive a culture of high performance, engagement, and continuous improvement within the ACIC. Lead the branch to continuously assess and improve the ACIC's strategic approach to delivering human resource functions.  Lead the development and implementation of the ACIC's workforce strategy, including workforce planning, talent management, performance management, and succession planning. Oversee the development and implementation of policies, procedures, and programs related to recruitment, organisational psychology, onboarding, performance management, training and development, employee engagement, diversity and inclusion, and culture reform. Oversee all people management matters, including workforce planning, organisational design, and change management. Foster a culture of learning and development, ensuring employees have access to relevant training and development opportunities to enhance their skills and capabilities. Oversee the management of complex and sensitive employee relations matters, including the interpretation and application of relevant legislation, policies, performance management, disciplinary actions, and grievance resolution. Ensure compliance with all relevant legislative and regulatory requirements related to employment and workplace health and safety. Lead, manage and mentor all direct reports including those who perform specialist and/or legislated functions.  Build and maintain effective relationships with internal and external stakeholders, including government agencies, industry partners, and relevant professional associations. Represent the ACIC in relevant forums, conferences, and working groups related to people management, workforce planning, and organisational culture. To be successful in this role, you will demonstrate the following core capabilities and attributes:
Ability to deliver strategic and professional human resource management advice and services at a senior executive level. Proven track record of delivering professional enabling services, across one or more relevant disciplines. Proven leadership skills with an ability to engender trust and respect, complemented by sound judgement, a strong focus on results and the ability to solve complex issues. Demonstrated talent for identifying, embracing and driving the adoption of innovative methods and practice. Demonstrated accomplishments in delivering innovative and transformative change. Outstanding communication and negotiation skills, with an ability to lead and oversee engagement with internal and external stakeholders on complex matters. To be considered for this position, you will possess a tertiary qualification in a relevant field and demonstrate significant experience working in a senior management or executive role within human resources (or similar). A qualification as a recognised human resources professional is highly desirable.
Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen. Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting Level 1 security clearance.
