Senior Technical Officer - Multiple vacancies Multiple opportunities exist within the Infrastructure Delivery branch for experienced officers to provide technical & engineering project support to the Construction Coordinator and Supervisors.
The position is responsible for the provision of a high standard of technical support in the areas of project planning, project procurement and cost control, quality assurance, workplace health and safety, engineering advice, issue resolution, contractor management and project estimation.
Key deliverables of the position: Implement Council policies/procedures and uphold values in relation to health and safety in the workplace. Development of Project Specific Risk Assessments, identifying hazards associated with work processes, tasks and activities, assigning appropriate hazard mitigation strategies. Provide detailed Engineering solutions on-site to eliminate and/or mitigate risks to Council and Contract personnel and complete Quality control inspections and Witness Points. Development, review and implementation of project specific Environmental Management Plans and environmental controls layout drawings. Coordinate, interpret and review testing and environmental monitoring of; Noise, Vibration, Acid Sulphate Soils and Disturbed Waterways to Australian Standards. Provide high level technical advice and recommendations to various sections of Council for projects whilst also mentoring junior technical and field staff. Provide financial management, forecasting and reporting at project level through the detailed analysis, interpretation of the Project Quantity Survey. Prepare a variety of Tenders ($250K to $1M+) and Contracts ($15K to $250K) for the provision of material and municipal work packages forming large portions of major Council projects. Coordination with project stakeholders, Project Manager, Engineers, Procurement and Office of the Superintendent for the preparation and administering of Tenders and Contracts. Develop, design and certify project Traffic Management Plans and Traffic Guidance Schemes in accordance with MUTCD and Council policies. Supporting the Coordinator Construction in daily activities, including but not limited to, technical advice to construction supervisors/staff, program scheduling, project inspections and planning and improving quality assurances within the workplace. We're looking for people who have: Tertiary studies in Engineering discipline or Equivalent Knowledge. Statement of Attainment in Traffic Management Design or Equivalent Knowledge (Desirable). WHS Licence General construction White card (Desirable). Current C Class unrestricted Driver Licence. Demonstrated effective coordination, communication and integration with a broad scope of stakeholders. Experience with design evaluation and critical analysis of engineering reports with the ability to make prompt decisions, forward planning and constructability resolution. Project or site engineer experience relating to estimation, specification writing and tender and contract preparation and management. Experience in managing and monitoring financial budgets.
