Liquor Control Victoria is responsible for issuing liquor licenses and overseeing industry compliance and enforcement to ensure that Victorians and visitors to the state enjoy safe and responsible liquor licensed environments.Liquor Control Victoria staff support the independent Victorian Liquor Commission by providing operational and administrative support and by performing various regulatory functions for Victoria's liquor industry.This is an exciting time to join Liquor Control Victoria. We are strengthening our focus on harm minimisation and assessment of community impacts as part of our regulatory approach following major reforms to liquor licensing laws that commenced in 2022.About the Role:In the role of Senior Solicitor, you will use your expertise and experience to provide sound independent and authoritative advice and liaise with persons at senior levels under the strategic direction of the Deputy General Counsel and Director. The Senior Solicitor also prepares briefings on whether or how the Commission should exercise its functions, prepares briefings to counsel, acts as instructing solicitor and, on occasion, represents the Commission before the Victorian Civil and Administrative Tribunal. The Senior Solicitor also conducts prosecutions on behalf of the Commission. The role requires working to tight deadlines to meet constantly changing priorities and address urgent new and emerging developments, in the evolving area of liquor regulation. In this role, as a senior member of staff, you will also be required to review advice and briefings developed by more junior Solicitors and provide feedback and development.Some of your duties will include:Providing, within limited time constraints, authoritative written and verbal advice to the Commission on complex issues related to relevant legislation, regulations and agreements.Preparing briefings on whether/how the Commission should exercise its functions, preparing briefings to counsel, acting as instructing solicitor and, on occasion, representing the Commission before the Victorian Civil and Administrative Tribunal.Conducting prosecutions on occasion on behalf of the Commission.About You:As our ideal candidate, you will possess:Demonstrated experience and proven ability (preferably in a regulatory environment) in the provision of legal advice of a high standard on complex and sensitive matters. There is particular emphasis on the practical application of statutory interpretation, administrative law, and the drafting of legal instruments;Experience in the conduct of litigation (preferably prosecutions, including advocacy) and administrative hearings.A sound knowledge of Government processes and conventions, Government regulatory environments, and administrative law including a sound knowledge of:Public sector governancethe Freedom of Information Act 1982the Privacy and Data Protection Act 2014the Subordinate Legislation Act 1994Qualifications/Requirements:Five years post-admission or relevant experience, and admission to practise as a lawyer of the Supreme Court of Victoria.How to Apply:Please click the Apply button on this advertisement.
