Canberra, ACT Ongoing/Non Ongoing (Non-ongoing will be offered for 12 months) $95,284 - $108,474 + Superannuation About the Branch The Compliance Branch provides specialist services in investigations, enforcement, targeted outreach and education, audit, intelligence and analytics and participant assessment.
The Compliance Branch works closely with all areas of the agency, but predominantly the scheme operations teams, our internal lawyers and our internal fraud team.
Timely and effective progressing of matters is essential and KPIs and governance arrangements are in place to support this.
Compliance and Enforcement Section – undertaking proactive and reactive compliance activities including investigations and developing and delivering compliance and engagement programs to prevent, detect and address serious non-compliance across schemes administrated by the agency. Intelligence and Assessment Section – providing a centralised intelligence function that produces tactical, operational and strategic insights to support business areas and undertaking a preliminary assessment triage function for all referrals received by the Branch. Participant Assessment and Monitoring Section – ensuring that those applying to participate in the schemes administered by the agency meet competency and capability benchmarks, maintain an ongoing participant monitoring function, and coordinating engagement and collaboration with other regulators. Compliance Strategy and Assurance Section – driving the engagement on strategic compliance policy initiatives, reporting on compliance effectiveness and providing a centralised scheme audit and assurance function. About the Section The Participant Assessment and Monitoring section provides several enabling functions to support Compliance Branch and agency regulation including supporting scheme administration and entry, intelligence, compliance and enforcement activity.
The Participant Assessment function seeks to ensure that those applying to participate in the schemes administered by the Clean Energy Regulator meet competency and capability benchmarks, and decisions to suspend or remove a person from a scheme are well informed and able to withstand scrutiny and challenge.
The Participant Monitoring function provides routine and heightened monitoring of scheme participants and manages engagement and agreements with partner agencies.
Role Responsibilities and Duties Manage the participant assessment process for scheme entry and registration for the Australian Carbon Credit Unit (ACCU) scheme and the Australian National Registry of Emissions Units (ANREU). Apply comprehensive work knowledge, legislation, policies and procedures to complex and sensitive matters requiring a high level of interpretation and analysis. Under limited guidance, make decisions using good judgement, expertise and knowledge. Manage relationships with internal and external stakeholders, including supporting external stakeholders through changes to CER systems. Implement work plans for the work area including setting tasks and priorities, managing workflow and allocating resources. Be accountable for high quality outputs and fostering a culture of continuous improvement through provision of technical advice, mentoring, skills training and performance management of a small team. Assist in strategic planning to implement improved digital services, providing advice and guidance into new digital-based processes. Qualifications/Experience Essential: Experience working in a regulatory environment, highly developed skills in interpreting and applying legislation. Flexibility and resilience to achieve results in a dynamic work environment. Ability to distil complex information and identify critical issues. Excellent written and verbal communication skills, including attention to detail. Highly desirable: Experience working in a high-volume area with defined timeframes.
