About you Are you passionate about contributing to the excellence of Australian higher education?Do you have strong stakeholder management skills?Do you want to work in a challenging, dynamic and rewarding environment that is mission-focused?Regulatory Operations TEQSA's Regulatory Operations Division is responsible for delivering TEQSA's core business of conducting regulatory assessments under the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act) and the Education Services for Overseas Students (ESOS) Framework, as well as managing sector-wide enquiries. Roles in each team involve working collaboratively on case management, liaising with higher education providers, and presenting assessment findings to the TEQSA Commission for regulatory decisions.
About the position TEQSA currently has an opportunity for a Senior Regulatory Assessment Manager to work in our Regulatory Operations Group.
As a Senior Regulatory Assessment Manager, you will be responsible for undertaking tasks to support the comprehensive assessment of:
Risk to compliance with relevant standards and legislation.Possible non-compliance with the relevant standards and legislation.Applications involving higher education providers.Duties The core duties of the role include:
Assessments Undertaking complex risk-based assessments of higher education provider applications, reviewing and analysing evidence submitted by providers and derived from other sources, interpreting legislation, and applying sound judgment to prepare well-argued reports/recommendations for consideration by decision makers.Undertaking complex risk-based assessments and investigations of possible non-compliance with the TEQSA Act, ESOS Act, or subordinate regulatory legislation, and applying sound judgment to prepare well-argued recommendations for consideration by decision makers.Applying working knowledge of precedents, relevant legislation, standards, policy, procedures, and guidelines to interpret and analyse assessments involving moderate to high complexity and sensitivity.Undertaking complex analysis of information and data related to higher education providers' operations, students, and staff to assess risk.Stakeholder management and teamwork As required, leading regulatory functions and working with leaders to prioritise work assigned to those functions.As required, leading delivery of the annual risk assessment cycles and risk monitoring programs.Managing communications with providers and other stakeholders and responding in a timely manner.Assisting and coaching junior staff in managing communications and assessments, including by sharing relevant expertise.Building and maintaining relationships with a range of internal and external stakeholders and responding to their needs to achieve work priorities and agency goals.As required, leading meetings with external stakeholders.Providing advice and analysis to management regarding allocated matters or functions.Working effectively and harmoniously in a team, managing competing and complex priorities, solving problems, and providing advice and support to others as required.Our ideal candidate TEQSA is looking for high-performing team members who are passionate about contributing to the excellence of Australian higher education.
TEQSA is looking for:
Knowledge of, or an ability to develop an understanding of, legislative and policy frameworks, government decision-making processes and agency guidelines and regulations.Good written and verbal communication skills, including the ability to analyse and synthesise information and findings to draft quality reports and briefs, and the ability to build and maintain relationships with internal and external stakeholders.Strong organisational skills to manage competing deadlines, while maintaining accuracy and attention to detail.Proven ability to develop and maintain effective relationships with a wide range of internal and external stakeholders.Demonstrated ability to be proactive and work independently, making decisions and exercising judgement within defined parameters under general direction, when required.Qualifications and experience Experience working in a regulatory environment and/or experience working in the Australian higher education sector is highly regarded.Eligibility The successful applicant must:
Be an Australian citizen.Complete a National Police Check satisfactorily.Be able to obtain and maintain an Australian Government Security Vetting Agency (AGSVA) clearance to Baseline status, supported by TEQSA.Failure to satisfy any of the above conditions may result in the withdrawal of an offer of employment or termination of employment.
