Primary Objective: Provide strategic advice and develop policy on legislative requirements; environmental (biodiversity) issues; heritage and sacred site clearances; and provide support for acquisition initiatives relating to road and infrastructure matters ensuring achievement of government directions and compliance with legislative frameworks.
Context Statement: The Strategic Transport Planning Unit undertakes strategic planning, assessment, approval and delivery of transport infrastructure priorities, and major projects. A key focus is evaluation of the environmental, gravel, water, geotechnical and logistic road corridor impacts of initiatives to support integrated industry activity and economic growth.
Key Duties and Responsibilities: Provide strategic advice and recommendations for environmental compliance for all projects in line with the Memorandum of Understandings, the Environmental Assessment Act and other legislation; develop, implement, and maintain compliance of the Division's Environmental Strategies and Action Plans.Coordinate the Division's submissions and responses impacting on roads relating to: Aboriginal Land Rights Act and Native Titles Act; Heritage and Sacred Site Clearances and acquisition initiatives.Liaise with relevant NT and Australian Government Agencies for development of policy and implementation/compliance of statutory approval databases.Undertake research and draft Ministerial, Cabinet Submissions and develop strategic policy initiatives, to provide advice to Government.Manage the development and maintenance of corridor management compliance databases.Selection Criteria: Higher education qualifications in a field relevant to the responsibilities of the position.Proven leadership and organisational skills, including ability to manage time, meet deadlines, show adaptability and flexibility, and manage stress in an environment of continuous improvement.Proven experience in environmental assessment principles and related processes.Proven sound knowledge of Native Title and Aboriginal Land Rights Acts and issues relating to roads planning, land use planning and acquisitions within the Northern Territory.Sound strategic, negotiation, analytical and research skills including the ability to understand the relevant political, legislative, social and organisational environment and make recommendations on appropriate strategies in consultation with others.An ability to build and sustain positive relationships internally and externally and interact effectively with people of diverse cultures.An understanding of Work Health and Safety matters as they apply to a workplace or the ability to acquire knowledge within a short period. #J-18808-Ljbffr
