The division provides financial and management advice and support to the department, the offices of the minister and assistant ministers and to industry stakeholders.The key duties of the position include:The successful applicants will be part of a project team involved in the planning, design, procurement and delivery of building and capital infrastructure projects. As the Senior Project Officer, you will be required to work with a range of stakeholders, including Traditional Owners, First Nations people and their representative bodies, to define scope and manage the delivery of a diverse range of projects. You will have project and contract management skills to engage with multi-disciplinary consultants and delivery partners to achieve successful project outcomes.What we are looking forKnowledge and experienceOur ideal candidates will have experience in client-side project management, capital works project management, contract management and/or contract administration.Manage contractors, subcontractors, and stakeholders to maintain program, budget, and project requirements.Apply contract, commercial and financial risk management capability in a capital works setting to achieve project outcomes.Undertake procurements and negotiations and implement contractual agreements to support productive commercial relationships.Manage change in accordance with the contract and commercial protection of the project to ensure value-for-money outcomes.Assess claims and ensure compliance with commercial requirements in the contract and ensure project deliverables are in accordance with the contract documentation.Plan, budget, report and monitor progress against relevant Cost Plans.Maintain appropriate project records and data.Ensure compliance with legislative, financial and administrative frameworks Commonwealth decision-making processes and agency guidelines and regulations.Ensure contract, commercial and financial risk management activities are undertaken and managed to achieve project positive outcomes.Manage commercial issues, minor and major contract disputes and claims, reporting and advising on issues to the Director.Skills and capabilitiesStrong organisational skills with the ability to plan and manage your workload, select methods that resolve issues as they arise, or seek guidance when required.A practical understanding of risk management in the context of high-value capital projects.Excellent communication and representation skills and experience providing high quality analysis, briefings and reports.Ability to work collaboratively, including through influence and negotiation, with internal and external stakeholders to achieve positive outcomes.Attention to detail, with the ability to work autonomously to manage competing priorities.Ability to develop and maintain strong working relationships with a broad range of stakeholders, subcontractors and team members.Sound judgement, integrity and discretion, including the ability to maintain confidentiality and privacy.Desirable qualificationsA relevant qualification in Project Management, Construction Management or construction related fields from an Australian tertiary institution, or a comparable overseas institution, and/or demonstrated equivalent industry experience would be considered favourably.Additional RequirementsCitizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.Security Clearance - This position requires a Baseline Vetting security clearance.
