About the role
Reporting to the Director of Coach Services within the Operations Group, this pivotal role will lead a two-year enterprise project focused on leading V/Line's Rail Replacement Strategy.
As Victoria's rail network expands, the demand for rail replacement coaches during disruptions increases.
This project is designed to enhance partnerships with contracted operators, ensuring the delivery of safe, reliable, and accessible services to our customers across the state.
This strategic initiative is critical to supporting both planned and unplanned disruptions, positioning V/Line as a leader in regional public transport and paving the way for future success.
Key Accountabilities include:
Translate business needs into a clear and measurable project, ensuring alignment with V/Line's broader strategic goals.
Lead definition of the project scope, approach, and plan to deliver outcomes effectively while meeting all relevant quality standards.
Proactively manage project financials, schedules, risks, and issues, with a focus on early identification and resolution of barriers to success.
Support procurement activities to ensure compliance with policies and processes, securing the best value and outcomes.
Identify and engage key stakeholders to support the project's end-to-end management and delivery.
Manage and support a cross-functional project team, building a strong, high-performance culture and ensuring the right capabilities are in place.
Maintain clear and consistent project communication, governance, and decision-making processes, in line with V/Line's standards and frameworks.
About you
The ideal candidate will have at least eight years of experience leading business change and transformation, specifically in managing large-scale, complex enterprise projects within operational environments.
They will possess strong commercial acumen and demonstrate a proven ability to lead initiatives that drive reform and significant change, beyond routine project management.
Their expertise will be in developing strategic solutions, reshaping processes, and driving organisational transformation.
Additionally, they will possess: Proven leadership in business transformation: A track record of leading and executing projects that deliver reform, with experience in finding innovative solutions and rethinking business models.
Commercial enterprise project management: Extensive experience in leading high-impact business change projects, including navigating complex market and commercial activities such as market research and stakeholder engagement.
Change management and leadership: A strong ability to guide teams at all levels, including executives, through transformational journeys, overcoming resistance, aligning leadership, and securing buy-in from key stakeholders.
Stakeholder management: The capability to identify, engage, and manage a broad range of stakeholders, ensuring their commitment throughout the project lifecycle, particularly during challenging periods and negotiations.
Relevant qualifications: Project management certifications such as PRINCE2, PMP, or a Certificate/Diploma in Project Management will be highly regarded.
Demonstrated alignment with V/Line's values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
