About the role: The Senior Program Officer position will play a key role in leading on the delivery of Maternal and Child Health (MCH) and Early Parenting Centre (EPC) program management functions, program priorities and strategic projects.This includes high level stakeholder and partnership management, strategic project planning and delivery, managing complex end to end procurement processes and ongoing contract management, overseeing effective end to end resource planning and management, developing workforce and professional development initiatives, leading on service management performance and monitoring, preparing complex budget, data and analytic reports, identifying and delivering policy, service and/or system improvements, and leading on complex and high quality written materials.The role requires outstanding written, stakeholder management, influence and policy development, program management and strategic project delivery capability, including in the areas of contract and procurement management, budget management and reporting.The role will work collaboratively across the Unit, the Division and Department and with external stakeholders to deliver program and system improvements to underpin a strong, responsive and high-quality MCH and EPC service system.How you'll make a difference: Manage the full life-cycle of programs to meet departmental objectives including: Leading programs or sub-programs to ensure successful delivery within resourcing, timeline and budget parameters.Monitor and evaluate programs to ensure departmental objectives are met.Provide advice to internal and external stakeholders and prepare and present detailed reports on complex matters.Build and maintain positive relationships with key stakeholders to facilitate a partnership approach.Identify and escalate emerging issues and areas of risk for government, department and the community.Coordinate and develop complex briefing products relating to the division's work program and health system pressures for Cabinet, Ministerial, senior departmental executive and executive sector stakeholders.Suitable applicants will be able to demonstrate: A tertiary qualification in fields related to public health, public policy/administration, health administration or business management is desirable.Previous program management experience is highly desirable.What we offer: The opportunity to perform meaningful work, making direct contributions toward enabling Victorians to be the healthiest people in the world.A wide range of growth and development opportunities within the department and wider Victorian Public Service & Sector.A strong commitment to work-life balance, including a diverse array of flexible working arrangements.How to apply: Applications should include a resume and a cover letter.
