Senior Program Manager - International Development Program Delivery

The Opportunity As a Senior Program Manager, you are responsible for ensuring quality delivery of programs in the Asia and Pacific Region, focusing on strong contract and client management. You will work with program and support department teams to ensure quality program delivery. You will manage stakeholders across Abt and DFAT to balance engagement and support. To be successful you will be able to influence work output, work in a fast-paced environment, and provide proper direction to teams.
Core Responsibilities Provide high level operational guidance and support for programs to meet client quality, technical, human resources, and financial requirements. Develop and maintain close working relationships with the Team Leader and program executive team. Work closely with program executive team to ensure program delivered to high quality standard, measured by receiving a Partner Performance Assessment (PPA) score of 5 or above for DFAT programs. Work closely with the program executive team to ensure Gender Equity, Diversity and Social Inclusion (GEDSI) is integrated in all aspects of program delivery and decision making. Maintain oversight of Management Fee, including non-reimbursable budget management. Provide budget and forecast support to programs across reimbursable budget tables, work closely with program Operations Lead or Finance Manager to ensure no more than 5% variance in projected forecast vs actual expenditure. Ensure contractual deliverables are submitted within identified timeframes. Ensure programs remain compliant with and integrate DFAT Localisation, Indigenous Participation and Climate Change Policy into their programming. Ensure adherence to Abt, client and in country regulations in the delivery of programs. Maintain oversight of incident and security issues and ensure appropriate escalation of program related issues. Support audit management and implementation of proactive issue resolution, and audit key recommendations for continued service improvement. Support the implementation of risk management processes within programs. Provide support to programs to meet ad hoc data requests from clients (e.g. PERFORMS). Ensure value for money principles are implemented across all program operations and promote Program cross learnings in the development and implementation of client VfM Principles. Lead on program mobilisation with support from Program Manager and Program Administrator (establish and lead on client liaison, recruitment of staff, establishment of office/s lease and fit out, procurement of assets, etc). Contribute to business growth and engage and support strategic partnerships in the Asia and Pacific Region. Provide support to the business growth team with writing program Gantt charts for mobilisation and contributing to and reviewing proposal and head contract budgets. Provide surge support to program teams, as required. Support the ITP to administer and manage consulting contracts. Support integration within One Global Abt and establish and maintain mutually beneficial relationships with the global international program delivery teams. Presentation of Monthly Program Health Report to the executive team. As a Contractor Representative, maintain regular contact with client and act as the escalation point for any issues encountered by the program or client team. Travel frequently for short periods of time as required for mobilisation of programs or to provide surge support to the programs. Undertake any other reasonable duties as directed. What We Value Bachelor's degree in international relations, international development, business, humanitarian or similar 5-10 years' experience in international development, Australian Indigenous programs or similar project management High-level ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities Experience in working in cross cultural environments Strong project management skills Demonstrated ability to work well within a small, dynamic team Ability to travel overseas for short periods of time to mobilise new programs and provide surge support to program teams as required Bachelor's Degree + Nine years of relevant experience, or Master's Degree + Seven years of relevant experience What We Offer Abt Global is an Affirmative Action/Equal Opportunity employer committed to fostering a diverse workforce.
