APS6 Senior Procurement & Contract Officer within a federal government agency 12-Month labour hire contract + 3 x 12-Month extension options Great opportunity to provide high quality procurement advice consistent with Commonwealth rules and legislation and best practice About the role Our client is seeking two experienced Senior Procurement and Contract Management Officers (APS6 equivalent) to provide high quality procurement advice consistent with Commonwealth rules and legislation and best practice. Senior Procurement and Contract Management Officers are required to work both independently and as part of a team to support business units to undertake procurement activities within the agency. The Senior ICT Procurement Officer manages and organises their own work in the context of competing priorities and works under limited direction. The Senior Procurement and Contract Management Officer should apply their previous experience in undertaking procurements for large and routine procurement processes to deliver value for money outcomes for the agency, in particular ICT Procurements. The senior Procurement and Contract Management Officer must have strong written and verbal communication skills. They must apply a practical approach to procurement and assist business to achieve outcomes consistent with procurement policy. Key duties may include, but are not limited to: Provide high quality procurement advice and strategy to business areas. Manage and/or undertake procurement activities on behalf of stakeholders. Apply fundamental principles in the administration and management of the tender process. Prepare a range of procurement documentation including request for quotations, request for tenders, business cases, evaluation report, contracts, and correspondence. Prepare, interpret, maintain, review, and negotiate variations to contracts on behalf of an organisation. Develop and maintain productive working relationships and engage regularly with vendors, clients, and/or stakeholders to ensure procurement processes are on track, inform senior executives of progress, and consider potential risks and issues. Undertake other procurement related tasks as directed. Work under limited direction of senior staff act collaboratively. Make decisions based on professional judgement, risk evaluation and in the context of the environment. Plan strategically and prioritise workload for self and teams to accomplish business outcomes. Effectively lead, coach and mentor a team while managing competing priorities and changes in strategic direction. Apply strategic thinking, critical analysis and make evidence-based decisions. Demonstrate analytical, interpretive, and problem-solving skills to form views, provide advice and make effective evidence-based decisions. Work with the agency in a formalised buddying role for the duration of the engagement. Buddy responsibilities may include, but are not limited to: Providing procurement and contract management guidance and advice to staff; and Assist with challenges as they arise and to develop solutions in accordance with commonwealth procurement connected policies and best practise. Demonstrated knowledge and understanding of: Public, governance, performance and accountability act 2013 Commonwealth procurement rules 2023 DTA's digital sourcing framework Procurement strategies for the development of sourcing contracts, benchmarking, service level and quality assessment Procurement and contract management legislation, policies, frameworks, procedures and information management requirements relevant to the work area The agency's privacy, ethics, workplace health and safety and security protocols Relevant business systems and tools Skills and Experience Mandatory Criteria Demonstrated complex procurement and contract management experience at a high level, experience in ICT procurement is highly desirable. Knowledge and understanding of Commonwealth Procurement Connected Policies, DTA's Digital Sourcing Framework, Commonwealth Procurement Rules (CPRs) and Public, Governance, Performance and Accountability Act 2013 (PGPA Act). Demonstrated ability to provide skills/knowledge transfer to appropriate levels of the APS work force within the team environment. Demonstrated ability to collaborate with a broad range of internal and external stakeholders to achieve programme outcomes. Demonstrated ability to research, analyse and apply problem-solving skills to develop innovative solutions to meet client's requirements. Demonstrated ability to manage inputs from several technical stakeholders. Demonstrated high level written and oral communications skills. Eligibility/Other Requirements: Successful candidate will be required to provide evidence of Australian Citizenship. Successful candidate will be required to have Baseline security clearance for this role.
