We are seeking highly motivated and organised individuals who are able to work effectively under limited direction to deliver innovative procurement solutions, efficiencies, achieve value for money, reduce risk and maintain compliance in support of AFP operations and activities through their procurement and/or contract management expertise. This role will have a focus on developing, leading and overseeing compliant and innovative procurements to provide better contracting outcomes and/or managing contracts and vendor relationships to ensure compliance and protect the interests of the AFP.We're interested in hearing from people who:Have the ability to ask the right questions and find the right procurement and contracting solutions, to act with integrity and place compliance at the centre of everything you do.Can bring your passion for procurement and contracting and, whilst being comfortable working independently, you will also be able to work with other specialist teams in order to better serve the Agency's needs.Can demonstrate an ability to work in a busy environment whilst seeing the big picture and providing holistic solutions.Most importantly you'll need to have a genuine passion for procurement & contracts and for doing the right thing and a drive for excellence.You will also be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.What will you do?The role of the Senior Procurement & Contract Management Officer is to provide support to Chief Information Officer (CIO) business areas for procurement and contract management related services.Duties may include:Lead and/or provide advice on full procurement lifecycle and contract management related activities.Prepare/review procurement and contract documentation, including quality review prior to presentation for financial delegate decision.Deliver efficiencies, cost savings, innovation and improvement within the procurement and contract management process.Prepare and maintain contract management plans. Co-manage select contracts with business area partners to manage contract performance and changes throughout the contract lifecycle, ensuring compliance, continued fitness for purpose and identify and resolve key issues promptly.Monitor, analyse and review procurements & contracts to identify opportunities to enhance procurement and/or contract efficiency and effectiveness and design and implement solutions.Engage with subject matter experts and stakeholders to maintain and update the CIO procurement plan, ensure effective relationship management, and identify continuous improvement opportunities.Maintain current skills and knowledge in procurement and contract management, and proactively monitor trends in the information technology industry through ongoing professional development.Essential RequirementsYou must be an Australian Citizen at the time of application.A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.Has contemporary knowledge and experience relevant to the role.Minimum of 2 years' experience in procurement and contract management.Relevant qualification or extensive experience and knowledge in area of expertise.Sound understanding of the Commonwealth Procurement Rules and Public, Governance, Performance and Accountability (PGPA) Act.Desirable RequirementsThe following skills and/or experience would be highly regarded:Demonstrated contract management expertise including interpreting contracts, monitoring performance and dispute resolution.Experience planning and leading complex procurements including negotiation, risk identification.Proven ability to interpret and practically apply relevant procurement legislation.Adaptable and flexible to changing policy, needs and resources.Attention to detail in developing and reviewing procurement and contractual documentation.Ability to guide and mentor less experienced employees.Stakeholder management and engagement skills and the ability to communicate and maintain internal/external relationships.Additional InformationUp to 12-month non-ongoing and/or ongoing - candidates are to specify their preferred option when applying.This role is located in Canberra however, working in any national office or remote working options may be negotiated.Selection CriteriaAchieve results.Communicates with influence.Contributes to strategic thinking.Cultivates productive working relationships.Shows personal drive and integrity.Technical knowledge and skills.ApplicationPlease submit the following documents via our Jobs portal prior to the closing date and time:Resume/CV - This will form the basis for determining your suitability against the position requirements and give the panel a clear outline of your current knowledge and qualifications along with previous experiences.
