About the BusinessOur Procurement and Quality Assurance team supports all areas of DHS to manage the procurement of goods and services and provision of grant funding as well as managing the department's quality assurance standard.
The Senior Procurement and Grants Adviser is a role within Finance and Business Services and is accountable to the Team Leader, Procurement and Grants for:
Providing leadership and support to all members of the Procurement and Grants team.
Supporting Business Units achieve maximum value and benefit from their contracting and procurement activities/strategies.
Providing a high quality advisory and consultancy service on a range of procurement and/or grants management matters to relevant stakeholders.
Contributing to the achievement of identified contractual outcomes and protecting the operational, legal and financial interests of DHS at all times.
Initiating, developing, implementing and evaluating procurement strategies, programs, projects and policies.
Key Outcomes/Accountabilities:

Provide accurate and timely procurement advice to Business Units, suppliers and other stakeholders regarding procurement and grants management procedures and policies.
Lead procurement and grant funding processes of varying risk and value for DHS by analysing requirements and developing tender, contract and evaluation documents in compliance with Government and DHS policies.
Develop and execute negotiation plans with external stakeholders, such as suppliers, so as to realise procurement objectives.
Undertake market research and analysis to determine industry conditions, trends, opportunities and competition of goods and services to obtain maximum commercial leverage and social outcomes.
Identify risks and apply risk management principles to procurement funding strategies, including those involving the not-for-profit sector.
Apply high level project management skills to ensure identified projects are completed within timeframes and budget constraints.
Establish and maintain relationships with key stakeholders, including DHS staff, NFP organisations and suppliers that facilitate effective and efficient procurement and grants processes.

Special ConditionsNational Police Check required. Bachelor's degree in relevant area such as Law, Advanced Diploma of Government (Procurement and Contracting) or relevant industry experience is desirable.
