Who we are looking for Our ideal candidate will:• Be customer oriented with experience working in either a procurement or contract management role with the ability to provide practical policy advice to clients. • Need to have a working knowledge of the PGPA Act 2013 and Commonwealth Procurement Rules or the ability to gain this knowledge quickly. • Have knowledge in communicating policies and procedures to clients of all background and levels with well developed problem solving abilities. Job Specific Requirements: • The successful applicant will be required to obtain and maintain a Negative Vetting 1(Confidential/Highly Protected/Secret) security clearance. • Experience in any of the following is highly desired, administration, governance, finance, contract management and/or procurement. • Certificate IV in Procurement and Contracting or ability to attain, is highly desired, but not essential. Duty Statement Classification: Parliamentary Service Level 6 Branch: Planning and Quality Branch Section: Quality Management Immediate supervisor: Assistant Director (PEL1) Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following: 1. Provide high level advice on procurement and contract management related matters across DPS. 2. Conduct complex procurement using best practices and judgment to make decisions on procurement and related activities that are fundamental to the day-to-day operations of DPS. 3. Prepare and review a range of written material including reports, contracts, procurement documentation, Senate Estimates briefs, questions on notice and executive briefings. 4. Deliver procurement and contract management training to build capability and capacity. 5. Maintain and administer the procurement and contract management tools and processes including preparation of policies, guides, templates, and procedures. 6. Provide leadership and mentor staff within the Quality Management section. 7. Represent the section at all levels including dealing with parliamentary departments, contractors and other stakeholders. 8. Promote and implement the Parliamentary Services Values and business partnering culture. 9. Undertake other duties as directed. Salary Currently, the salary range for this position is $94,259 - $105,941 per annum.
