About the role: The Senior Policy Officer, Service System Design – Infant, Child, and Youth (Age Streaming and Community), leads the design of key reform components required to establish new Infant Child and Youth Mental Health and Wellbeing Services, and to build a responsive and integrated mental health and wellbeing system. To be successful in this role, you will be a high performing team member with strong policy development and systems thinking skills; complemented by superior communication, problem solving, and project management capabilities. You will also have experience in monitoring program budgets, analysis and presentation of data, and ability to work flexibly to respond to a range of emerging issues and evolving priorities.

How you'll make a difference: Suitable applicants will be able to demonstrate: Knowledge and Skills Policy Skills - Formulates and communicates public policy options and recommendations; keeps up to date with a broad range of contemporary issues; scans for links and potential implications of proposed policy options.
Project Management - Consults, liaises with, and influences key stakeholders; produces detailed project plans where objectives are clearly defined and action steps for achieving them are clearly specified; monitors performance against objectives and manages project risks and issues; ensures project objectives are met.
Stakeholder Management - Identifies issues in common for one or more stakeholders and uses to build mutually beneficial partnerships; identifies and responds to stakeholder's underlying needs; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved; find innovative solutions to resolve stakeholder issues.
Systems Thinking - Diagnoses trends, obstacles, and opportunities in the internal and external environment; understand the linkages between natural systems and communities to inform policy; conceptualises and defines the systems working within the organisation
Written Communication - Prepares briefs, letters, emails, PowerPoint presentations and reports using clear, concise and grammatically correct language; ensures written communications contain necessary information to achieve their purpose; uses appropriate style and formats.
Teamwork - Cooperates and works well with others in pursuit of team goals, collaborates and shares information, shows consideration, concern and respect for others feelings and ideas, accommodates and works well with the different working styles of others, encourages resolution of conflict within the group
Relationship Building and Collaboration - Establishes and maintains relationships with people at all levels; promotes harmony and consensus through diplomatic handling of disagreements; forges useful partnerships with people across business areas, functions and organisations; builds trust through consistent actions, values and communication; minimises surprises.

Qualifications and Specialist Expertise Qualificiations - A tertiary qualification in fields related to public policy, project management and/or public health is desirable.
A demonstrated record of achievement in developing policy or providing policy advice on initiatives and a sound understanding of the Victorian health system would be advantageous.
