The Planning and Land Services Group is pivotal in implementing the Government's Housing Statement, spearheading reforms to create conditions for constructing 800,000 new homes over the next decade. This will allow people to live near jobs, education, and transport. Additionally, the group oversees the state's planning, building, and heritage systems, develops comprehensive land-use strategies and policies, manages statutory planning duties, and supports urban development. The Planning and Land Services goal is to enhance travel by offering more options, improving connections, and boosting confidence, ensuring the entire transport network functions cohesively to provide better services and results.

About the Role This role is an ongoing fulltime position, the Senior Policy Officer will collaborate within a top-performing team dedicated to achieving crucial government goals aimed at transforming the building system to ensure safe and high-quality buildings for the people of Victoria. Operating in a dynamic setting, the role involves leading projects that enhance building outcomes across the industry, practitioners, and consumers. This encompasses formulating and proposing policy choices, providing guidance on necessary legal adjustments, contributing to legislative drafting and enactment, preparing briefs and communications for Ministers and senior officials and engaging in negotiation with diverse stakeholders to secure consensus on initiatives aimed at achieving effective building policy and regulatory results.
Position Outcomes /Accountabilities As a Senior Policy Officer you will: Proactively lead, manage or contribute as part of a team to develop, review and evaluate complex and innovative policy options, including projects that deliver the government's priorities. Provide authoritative, timely, accurate and evidence-based advice for Ministers and the Department's executive management on complex issues and suggest solutions that are factual, accurate and suitable. Undertake research and prepare timely and high-quality submissions, reports and briefs, regulations and discussion papers with supporting documentation on complex and sensitive matters, demonstrating a detailed understanding of the policy, political and legal context. Initiate, maintain and manage effective working relationships with key internal and external stakeholders to gain cooperation and influence views on complex, contentious and sensitive matters within established parameters in order to support government and business unit priorities. Key Selection Criteria Policy Design and Development - (Leading Level) Maintains current knowledge of contemporary issues, crafts complex and strategic business case proposals, fosters trust with Senior Leaders across the VPS to gain support for initiatives and offers thought leadership in their area of expertise. Critical Thinking and Problem Solving - (Accomplished Level) Considers the broader business context when resolving issues, identifies and addresses recurring problems by integrating solutions into work processes and delivers tangible business outcomes through critical evaluation of problems from multiple perspectives and implementation of effective solutions. Influence and Persuasion - (Accomplished Level) Secures agreement to proposals and ideas by building behind-the-scenes support to ensure buy-in and ownership, and leverages indirect influence and expertise from third parties to strengthen the case and achieve outcomes. Communicate with Impact - (Accomplished Level) Creates a positive impression and conveys credibility, communicates clearly and fluently to maintain listeners' attention and handles difficult and sensitive topics and questions with skill. Qualifications and Experience Desirable A tertiary qualification in law, public policy, economics or a related discipline is highly desirable. Experience in the development and amendment of legislation and/or regulations in a State or Commonwealth public service setting is highly desirable.
