Ongoing/Non-Ongoing (Non-ongoing will be offered for 12 months)$95,284 - $108,474 + SuperannuationAbout the BranchThe role of the Carbon Markets Branch is to provide insights, solutions and advice to decision makers, policy makers and the market to improve scheme operations and position the agency as a modern, efficient and effective regulator. The branch: 
Provides advice, support and action on complex scheme implementation and design issues.Coordinates and drives policy development and change.Supports the agency to create a data-driven culture that identifies external trends to inform strategic decisions and supports business transformation.Increases confidence in the carbon and renewable energy markets by highlighting the role of our schemes and understanding the international context.About the SectionThe Guarantee of Origin Policy & Technical section is responsible for developing policy for the new Guarantee of Origin (GO) scheme and supporting scheme implementation. We are looking for passionate people to join our team to contribute to Australia's efforts to tackle climate change. 

You will work with a collaborative team to develop and deliver a world-leading GO scheme that builds confidence in the domestic and global marketplace for verified low emission Australian products. You'll engage with a range of internal and external stakeholders, including industry participants, peak bodies, other government bodies, academics, and technical experts.

Broad functions include: 
Supporting development of legislation, processes and systems that will enable a high integrity GO scheme, allowing scheme participants to create trusted GO certificates (initially for hydrogen and renewable electricity) that are accepted by domestic and international trade partners.Building and maintaining effective relationships with other areas of the CER, including effective briefing of executive and management of governance committees, in order to facilitate a connected agency approach to the creation of a GO scheme.Building and maintaining productive relationships between the agency and the Department of Climate Change, Energy, the Environment and Water (DCCEEW) to continue the team's trusted advisory role on policy development.Designing and testing the emissions accounting and regulatory frameworks that will underpin a future GO scheme in collaboration with industry and supply-chain partners on real-world projects.Communicating and engaging with relevant industry stakeholders to build awareness and knowledge about the GO scheme, supporting scheme uptake and compliant participation.Supporting the stand-up and transition to ongoing administration of the scheme, including through development and application of regulatory processes for the GO scheme.Being a trusted source of expert advice on technical matters related to the GO scheme and its related industries.Role Responsibilities and DutiesThe Senior Policy Officer will work closely with their team and manager to develop policy input and advice relating to the development and implementation of a GO scheme for Australia.

We have a position available focused on supporting development and implementation of the Renewable Electricity Guarantee of Origin (REGO) certification scheme.

Duties of the role include:
Developing well-considered policy analysis, insights, and advice to support policy development and legislative drafting for the GO scheme, with a focus on renewable electricity certification.Provide technical policy input and support into the development of scheme implementation products, including participant education material, regulatory tools, and development of databases.Preparing high quality written material including correspondence, briefs, and other technical information for various audiences with limited supervision.Reviewing and synthesising input from internal and external stakeholders, including subject matter experts, to develop policy recommendations.Ensure productive working relationships with agency staff, and counterparts in other agencies, to achieve section and branch goals.Contribute to planning and project management of the CER GO project.Supervising and supporting the development of a small team.Undertaking other duties as directed.Qualifications/ExperienceA successful candidate will have:
Well-developed communication and writing skills together with an ability to work independently with challenging deadlines and competing priorities.Experience in interpreting legislation and considering its practical application.Well-developed verbal communication and collaboration abilities, with a focus on problem-solving, analytical and technical information.A high level of initiative, attention to detail and delivering results through collaboration and consultation.Strong organisational skills.An ability to respond positively to change and uncertainty and ability to apply knowledge and experience to new challenges.Experience in one or more of the following would be an advantage: 
Experience in Commonwealth legislation and policy development processes.Experience in development and administration of regulatory or climate change legislation.Qualifications in engineering, physical sciences or related fields from an Australian Tertiary Institute or equivalent relevant experience.Knowledge on electrical technology and understanding of electricity generations systems utilised by the Australian renewables sector.Knowledge of industrial processes, project management, energy markets, or database development.
