Senior Policy and Compliance Officer, Procurement The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. About the role:
The Senior Policy and Compliance Officer is part of a small team of specialists, led by the Manager, Procurement Strategy and Policy.
The Procurement Strategy and Policy team is responsible for leading expert advice in relation to procurement strategy and policy, including the implementation, development, monitoring and reporting of procurement policies and strategies. The unit also manages procurement governance frameworks for the department, and manages the Secretariat function for the Procurement Committee.
The Senior Policy and Compliance Officer will support the department's goods and services procurement governance framework through compliance monitoring, and supporting the development of appropriate mitigation and management strategies aimed at improving procurement compliance through divisional capability uplift and broader process improvement initiatives.
How you'll make a difference:
Provide expert, authoritative advice, reasoned recommendations and innovative, efficient solutions to complex and sensitive issues based on comprehensive research and strong departmental and Whole of Government procurement and related policy acumen.
Develop, implement, monitor and report on strategies to mitigate and manage instances of procurement compliance breaches, to improve departmental procurement compliance and reduce associated risk.
Identify systemic or high-risk procurement compliance opportunities and develop and deliver appropriate strategies to manage and mitigate systemic/high-risk compliance breaches, and deliver associated monitoring, reporting and recommendations, including the development of formal reports for the Chief Procurement Officer, Procurement Committee and Executive Board.
Establish and maintain effective working relationships with a broad range of stakeholders, and facilitate the flow of information across the department and with key external stakeholders.
Provide input and recommendations on opportunities to support the efficient operations of the procurement governance framework, including the provision of high-level advice and direction with regards to implementing procurement policy and strategy initiatives, focused on improving organisational procurement compliance and reducing associated risks. Monitor and report on outcomes.
Monitor and report on high priority issues, risks and trends and prepare and present detailed, comprehensive reports, executive and ministerial briefs, Cabinet and agency submissions on complex policy, performance and operational issues.
Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives and contribute to relevant committee and governance processes.
Comply with the Financial Management Act 1994 and other relevant legislation, regulations and government directives, policies and guidelines, and maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development.
Support procurement improvement projects, including the planning, development and implementation of systems, tools and reporting to facilitate the delivery of best practice procurement outcomes.
