About the organisation
The Coalition of Peaks is a representative body of more than 80 Aboriginal and Torres Strait Islander community controlled peak organisations and members who have come together to Close the Gap, in partnership with Australian governments.
We share a belief that Aboriginal and Torres Strait Islander people should have a meaningful say on policies and programs related to Closing the Gap through formal partnerships with Australian governments at all levels.
The CoP Secretariat Team supports the work of the Coalition of Peaks, providing high level and comprehensive policy and strategic advice to Peaks Members, to support the implementation and monitoring of actions in the National Agreement on Closing the Gap.
About the role
The Senior Policy Advisor works closely with Peaks Members and Australian governments to research and develop strategic policy advice. They engage with stakeholders, formulate policy positions, prepare discussion papers, briefs and submissions to government relevant to the National Agreement on Closing the Gap. The role focusses on Priority Reform 1, but will be required to engage with matters across the full scope of the Agreement.
The position is Canberra based and will be offered as a full-time, ongoing role. The expectations of the role are similar to those of an Executive Level 2 in the Australian Public Service.

You'll have excellent skills in the development of policy, including the research and analysis of complex, culturally-sensitive policy issues. You will bring proven experience in stakeholder engagement with Aboriginal and Torres Strait Islander leaders, organisations and communities, and with government officials of all levels.
You will be a strategic and creative thinker, with a high level of personal drive and integrity.

Position Description THE ROLE The Senior Policy Advisor provides high level support to the Coalition of Peaks in the management of identified projects including the implementation of the historic National Agreement on Closing the Gap. Our Senior Policy Advisors work closely with Coalition of Peaks Members and Australian governments, conducting research, preparing discussion papers, and writing briefs and submissions relevant to the project. The position works under broad supervision of the Executive Director and works closely with the other Senior Policy Advisors.
Key Duties The main duties include, but are not limited to:
Developing policies and strategies aimed at achieving the objectives of the Coalition of Peaks in relation to the implementation and monitoring phase of the National Agreement on Closing the Gap. Preparing, reviewing, and advising on policy reports, briefing papers, meeting talking points, speeches, and discussion papers for presentation to the Coalition of Peaks. Supporting Coalition of Peaks representatives in negotiations at the national and state/territory level to achieve their objectives, including in Drafting Group, Partnership Working Group, and Joint Council meetings. Liaising with Australian governments on behalf of the Coalition of Peaks to advance the objectives of our members. Supporting the development of formal structures for partnership between Aboriginal and Torres Strait Islander peak bodies in jurisdictions to engage with the Coalition of Peaks and negotiating with relevant governments on the implementation and delivery of the National Agreement on Closing the Gap. Supporting the positive cohesion, management, and motivation of the Policy and Secretariat Team. Leading a program of work and supervising team members. Supporting the Lead Convenor of the Coalition of Peaks as required. Demonstrating leadership through their own behaviour, and their expectations of others behaviour, to maintain our high standard of service delivery for Aboriginal and Torres Strait Islander peoples. Complying with all organisational policies and procedures, and work, health and safety requirements. Performing other duties as requested, consistent with the position. SELECTION CRITERIA Highly developed cultural competency, including:a deep understanding of the issues affecting Aboriginal and Torres Strait Islander Peoples and communities, and demonstrated experience engaging with Aboriginal and Torres Strait Islander people, leaders and communities. Demonstrated experience providing high-quality policy advice supported by research, critical analysis and synthesis, and issues management. Tertiary qualifications in a relevant discipline will be well regarded. Experience translating policy directions into program implementation and/or delivery. Demonstrated excellence in internal and external stakeholder engagement across a range of settings, and an ability to collaborate and influence at senior levels. Outstanding written and verbal communication skills including the ability to:present complex information in a simple and clear manner tailor written material to different audiences, and use interpersonal skills to be an open and transparent communicator. Demonstrated ability to think strategically and analytically, be curious and show initiative, strong problem-solving skills, and sound judgement in complex policy analysis. Demonstrated skills managing multiple initiatives at one time, planning, prioritising, and delivering policy initiatives to the required standards and often to short timeframes.
