Queensland Fire DepartmentStrategic & Operational PlanningAs a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.Purpose of the roleStrategic and Operational Planning enables the department to create and sustain safe and resilient Queensland communities through risk-informed and intelligence driven incident and disaster management planning and policy development.
The team conducts planning at the strategic and operational level, and supports operations through the management and integration of high level planning products and services to respond to fire and disaster events and maintain an operational capability that contributes to the development of risk based planning at all levels of Queensland's Disaster Management Arrangements (QDMA).Reporting to the Executive Manager, you will be responsible for designing, developing and reviewing plans that enable the department to execute its responsibilities as outlined in legislation and strategic plans within the context of fire and disaster management.
You will conduct research and perform strategic analysis to identify contemporary themes for inclusion in reviewed plans, and contribute to the development and implementation of the operational planning framework in line with legislative and departmental requirements.Key requirementsHighly desirable requirements:Hold a current Certificate IV in Training and Assessment qualification or can obtain the skill within a mutually agreed timeframe.Knowledge and experience in developing high level plans, policies and systems relating to disaster and emergency management.Special requirementsIt is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations.
This may require work outside of normal hours (e.g.
night shift), including weekends, working extended hours and may include deployment to other parts of the state.Your key accountabilitiesYour part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:Support, contribute to and manage the development and implementation of whole-of-government/whole-of-community hazard specific best practice strategies, policies, frameworks and plans to prepare for, respond to and recover from fire and disaster events.Contribute to the development, review and implementation of departmental plans that enable the department's hazard management responsibilities, support operations and integrate with Queensland's disaster management arrangements.Provide advice in relation to the interpretation of departmental plans and planning requirements to ensure that work undertaken by the department complies with legislative and policy frameworks.Undertake sector-wide research to identify issues and trends associated with respective hazards, including strategic analysis to develop hazard specific and departmental plans.Conduct planning activities, within the State Fire Control Centre (SFCC) in support of QFD operations.Assist with the development of policy, procedures and frameworks, including the delivery and evaluation of training programs to support the department's strategic and operational planning capability.Undertake communication, liaison and consultation across the department to nurture a network of stakeholders to inform plan development, generate collaboration and drive implementation and ownership of strategic and operational plans.Prepare and review reports, submissions and other correspondence and communications on a range of complex issues related to emergency and disaster management, in accordance with departmental requirements and governance.CapabilitiesTo determine your suitability for the role, you will be assessed on the following Leadership Competencies for Queensland behavioural profiles that link to the "key accountabilities" for this role:Leadership Competency Stream - Individual Contributor (leading self)VisionStimulates ideas and innovationMakes insightful decisionsResultsBuilds enduring relationshipsDrives accountability and outcomesAccountabilityFosters healthy and inclusive workplacesDemonstrates sound governanceOnce you join us we will want you to exemplify the QFES shared values:RespectIntegrityCourageLoyaltyTrustFurther informationWe are committed to building inclusive cultures in the Queensland public sector that respect and promote human rights and diversity.
