About the Legal Metrology Branch (LMB) LMB plays an important role in ensuring Australia's trade measurement transactions and are estimated to be worth more than $970 billion each year with Australian consumers and industry relying on trusted measurements for fair trade in goods and services.
The branch plays an important role in administering the regulatory framework that underpins measurements and measuring instruments used for trade and legal purposes.
This includes regulating measuring instruments (e.g.
petrol bowsers and supermarket scales) and the measurement goods both packaged and loose.
LMB has a national network of trade measurement inspectors who audit businesses to assess their trade measurement law compliance.
They take appropriate action where there have been breaches of the law.
LMB also issues licences to third party organisations known as servicing licensees, who help to ensure businesses are using accurate measuring instruments.
LMB provides measurement infrastructure, services and advice that support whole of government outcomes.
About the Policy and Regulatory Services Section (PARS) PARS provides timely, accurate and appropriate support for the Secretary and Chief Metrologist, including advice and services relating to measurement policy, regulatory and technical matters.
This enables the delivery of a strong and effective national measurement system that is trusted and accepted domestically and internationally and does not impose unnecessary barriers to trade through restrictive requirements.
The opportunity Reporting to the Manager, Measurement Standards Unit (MSU), the role supervisors the Geebung Laboratory team and is a key participant within the MSU leadership group.
Coordinating the daily operations and ensuring the team is well organised and working effectively to deliver on a broad range of calibration services in a timely and an efficient manner.
The position must have practical experience in a laboratory environment and be proficient in using specialised laboratory equipment and instruments.

We are looking for a candidate with: Proven ability to successfully lead a diverse team (preferably in a laboratory environment) operating in a private or government sector.
Experience in managing staff and resources to achieve the delivery of high quality results to clients in a timely manner.
Experience with the quality and management requirements of a NATA accredited testing facility, specifically knowledge of AS 17025 – General requirements of testing and calibration laboratories.
Background in calibration with knowledge and practical experience of laboratory instrumentation and techniques.
Experience developing and validating new methods to expand the technical capabilities of the unit.
Excellent communication skills and ability to build good working relationships with both colleagues and clients to achieve business goals of the laboratory.
Key Capabilities: Comprehensive knowledge, understanding and implementation of the provisions of the National Measurement Act 1960, associated Regulations, National and Regional Test Methods.
Comprehensive knowledge, understanding and implementation of quality systems applied in a National Association of Testing Authorities accredited calibration laboratory.
Demonstrated ability to act and think strategically, including planning, implementing and monitoring effective work programs and practices.
Demonstrated ability to understand the operation and design of a broad range of complex technologies such as measuring instruments.
Ability to lead staff and build team capacity through coaching, influencing and encouraging the development of others through sound interpersonal, written and oral communication skills.
High level written and oral communication skills to support effective engagement and develop professional relationships with a diverse range of industry and government stakeholders.
Proven ability to maintain confidentiality, exercise tact and discretion together with demonstrated commitment to professional values including teamwork, continuous improvement, and performing effectively under high workload conditions.

What you will do As a leader, work collaboratively with the Management Team to build a culture that reflects the NMI Values of being adaptable, accountable, innovative, strategic, inclusive, and influential.

Provide practical leadership for the MSU Laboratory Team, ensuring the team is well organized and working effectively to meet operational needs and turnaround times, and all procedures and activities comply with safety regulations and quality standards.
Supervise a team of test officers including training, scheduling, and conducting performance evaluations to ensure a competent and motivated team.
Maintain the laboratory quality systems in line with the MSU Laboratory Operations Manual, including reviewing and updating documents, calibrations, and training records, and contribute to the sections response to audits and corrective actions.
Develop and manage relationships with stakeholders, engaging and collaborating to achieve outcomes and facilitate cooperation, promoting the agency's business objectives.
Support the section's business improvement projects, business planning and performance reporting.
Undertaking the duties of test officer by: calibrating and verifying inspectorate reference standards and test equipment required to perform inspectorate duties calibrating and verifying reference standards and artefacts used by servicing licensees, government enforcement agencies and business conducting quality assurance programs testing and verifying trade instruments submitted to the laboratory for testing maintaining laboratory equipment.
Process data and use professional judgement to assess whether it meets quality acceptance and client reporting requirements.
NATA signatory status to allow authorisation is essential.
Process client's applications for measuring instrument pattern approval by evaluating the instrument suitability for trade or legal purposes and a wide range of technical documentation including test reports, user manuals and design specifications.
Preparation and public publishing of legal technical pattern approval documents.
Maintain suitable, accurate and auditable records of assessments and client correspondence.
Demonstrate behaviours according to APS code of conduct and NMI's standards and participate fully in all aspects of WH&S. Eligibility To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
Notes The MSU supports a flexible workplace however due the nature of the work the expectation is that the successful applicant will be based and work out of the Geebung Laboratory in Brisbane.
Some interstate and intrastate travel may be required to the meet the objectives of the business unit.
Desirable role requirements Experience operating in a regulatory, certification and measurement calibration environment is highly desirable.
Diploma or degree qualifications, or other such qualifications, (e.g.
lead assessor/lead auditor for AS 17025 quality systems), as required by NMI and/or relevant experience.
A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
