Job Description The Role
This is a key role with responsibility for origination and development of structured transactions within Development Victoria. The role will require high degrees of commercial acumen, experience in the origination and development or development agreements.
This role will also support the building of capability and capacity within Development Victoria to engage in other complex commercial and property transactions.

The Senior Manager, Commercial Structuring, will be responsible for:
Providing broad commercial and structured transaction advice for the benefit of Development Victoria
Identifying new potential PPP and structured transaction opportunities
Managing origination and development of PPP and structured transaction projects
Actively participating in a multi-disciplinary team, providing strategic guidance, commercial insight, and an expert capability to co-ordinate workstreams to facilitate integrated transaction and project outcomes.
Providing input into ministerial briefs, cabinet submissions and steering committee papers and monthly reports.
Fostering and growing existing networks to work collaboratively with key stakeholders.
Managing consultants to deliver high quality project inputs in the delivery of commercial advice to support successful transactions.

Skills and experience
Relevant tertiary qualifications in financial, commercial, legal or related backgrounds are essential.
Direct experience in the origination, negotiation and procurement of complex structured property and project transactions (including PPP transactions) is essential.
Demonstrated experience and capability in the policy, commercial and legal frameworks critical to the realisation of a successful transaction outcomes.
Demonstrated experience working in a similar government environment is desirable from the perspective of understanding how to identify, consult and work collaboratively with government stakeholders and prepare documentation to support government decision-making and secure project outcomes.
Knowledge and Skills
Possesses analytical skills with the ability to deal with the complex financial and contractual arrangements inherent within delivery projects.
Maximises the value delivered by available resources, both internal and external.
Ensures that all project team members are focused on achieving high-quality, cost-effective service delivery.
Maintains a breadth of strategic relationships at all levels of government, government agencies, industry, and media to ensure timely and accurate two-way information provision.
Builds strong relationships with key industry participants to position Development Victoria as a credible project partner.
Possesses excellent written communication skills including the ability to develop clear, concise, and comprehensive reports and briefs.
