We now have an exciting opportunity for an experienced lawyer to join our in-house legal team to provide legal and governance services to the Commission.
Role overviewTo apply expert knowledge and advanced legal skills to develop effective energy regulation and market design, including by providing legal support on rule changes, reviews, and advice to governments.
To provide legal advice and deliver expert analysis on a range of policy, regulatory and organisational matters, supporting the management of legal and governance risks in a highly regulated environment.
Your main responsibilities in this role will include:Being a project lawyer for rule change projects and reviews, drafting amendments to the national energy rules in accordance with the energy laws and the Commission's policy directions, to produce high-quality, legally sound amending rules for Commission decisions. This may include managing the engagement of external lawyers, including providing instructions and reviewing their drafting and advice.Being a member of a project team leading discussions on legal matters (e.g. drafting workshops), advising policy staff on legal issues and providing a legal perspective on policy matters, including by applying insights from related matters, to inform decision-making and to support the project team in preparing legally sound recommendations and documents for the Commission and align with the Commission's strategy.Providing high-quality and timely legal advice and services related to operational, business, commission secretariat and corporate governance processes of the Commission, including preparing, negotiating and reviewing contracts, template documents, policies and procedures, briefing notes and arrangements to identify and manage legal risks.Assisting in managing the Commission's compliance program, including the maintenance of energy and non-energy compliance registers, to monitor organisational compliance and identify potential breaches.Advising the Commission, the Audit and Risk Management Committee and staff on audit, risk and compliance management processes in Commission Board Meetings, Audit and Risk Management Committee Meetings and other forums.Contributing to the development and capability of staff by providing training to build skills, knowledge and understanding of relevant legal, risk, compliance and governance issues across the organisation.We are looking for candidates who have:Approximately 6 or more years post-admission experience (or equivalent).Been admitted, or have the ability to be admitted, as a legal practitioner in NSW.A NSW legal practising certificate or are eligible to hold one.Experience in providing accurate, timely and accessible written and oral legal advice in areas including: National regulatory arrangements for the electricity and/or gas sectors, Corporate governance, Administrative law, Statutory interpretation, Contract law and Climate change policy and regulation.Strong service orientation to provide legal services and collaborate with a range of non-legal professional staff, in a policy and technical team environment to deliver legal and policy outputs.Flexible and innovative approach to problem-solving with the ability to understand complex matters quickly and provide high-quality legal advice under constraints of time and pressure.Demonstrated judgment and foresight to anticipate, prioritise and resolve issues in line with the Commission's requirements and diverse stakeholder needs.Demonstrated written and oral communication skills to draft legal instruments, obtain, analyse and present information on legal and policy issues, and provide legal advice.How to applyFor a confidential briefing on the role please contact:
