APS 6 - $91,944 - $104,393 per annum plus superannuation Exports & Veterinary Services Division Adelaide, SA,Brisbane, QLD,Canberra, ACT,Melbourne, VIC,Sydney, NSW •    The Dairy Eggs and Fish Program is a diverse program currently undertaking a number of significant reform activities.•    This will see a transformation in the way the department regulates Australia's export industries .  •    We are looking for a confident, process driven and passionate person who enjoys a challenge to be part of our dynamic team. Who we are The Exports and Veterinary Services Division regulates export of animal products and import of food products through the delivery of inspection and certification services including those related to live animal operations. The division develops strategies to gain, improve or maintain market access for a wide range of animal products. The division delivers the Australian Codex Alimentarius Contact Point and delivers the coordination and development of policy and technical input to international food standards. The division manages 63 tariff rate quotas. The division delivers the National Residue Survey for Australian primary industries. The division actively contributes to the department's digitalisation and regulatory reform agendas including implementing reform programs for dairy, cosmetics, and other goods. The Residues and Food Branch is responsible for regulation, policy development, and implementation of dairy, fish and egg exporters, organic exports, the exports of non-prescribed food and animal by-products, and imported food controls (food safety). This includes the development of legislation, operational policy and guidelines, instructional material, technical training (and its delivery), reporting and engagement of industry and government stakeholders. The branch is also responsible for the National Residue Survey which conducts animal and plant residue testing for participating industries – a critical component underpinning Australia's favourable market access arrangements. The Dairy, Eggs and Fish Program is one of several programs that sit within the Residues and Food branch. The overall function of the program is to provide regulatory oversight of export registered establishments, set policy direction for program and service providers, develop, deliver, and implement training programs, standards and instructional material for program staff and service providers and ensure industry are kept abreast of their obligations under export and importing country requirements. The program undertakes various activities including:  •    Audits and assessments of all new dairy export establishments  •    Ongoing dairy audits in Western Australia and other locations not managed by the state regulators.  •    Providing operational, legislative, and technical advice to the dairy, eggs, and seafood export industries  •    Facilitating the export and certification of dairy, eggs, and seafood products  •    Ensuring compliance with importing country requirements through, audit, verification, assessment of applications, facilitating importing country reviews  •    Verification activities supporting effective implementation of program activities and responsibilities. The Job The Dairy, Eggs and Fish Program is looking for a confident process driven Senior Food Safety Specialist, to deliver a range of activities, including but not limited to, the following:  •    Undertaking assessment of new export establishments for compliance with export legislation, importing country requirements and the elements of an "approved arrangement".  •    Making recommendations in relation to the assessment of new establishments regarding the suitability for export approval.  •    Undertaking follow-up activities, investigations and compliance activities associated with dairy export registered establishments and export shipments.  •    Managing industry performance and compliance with approved food safety systems including application of administrative or legal sanctions.  •    Providing advice to clients on legislative, operational, and technical matters relating to the regulation of the dairy, fish, and egg industries.  •    Conducting research, developing policy and procedures, and ensuring instructional material reflects agreed policies and legislation, is up to date and effectively implemented.  •    Participating in the implementation and review of the reformed risk based regulatory framework across low, medium, and high-risk DEF establishments.  •    Participating in negotiations/discussions within the department and with external organisations and agencies, stakeholders, and clients.  •    Representing the DEF team and the department when attending industry committees and forums.  •    Providing support to the Audit Team leader and the DEF Program Director by undertaking administrative and corporate activities such as contract management, procurement, and management of staff. Please note that this recruitment process will initially be used to fill the vacancy in the section and that the role may be performed from any of the locations listed above. The merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature. Skills and Capabilities The successful applicant will bring the following skills and capabilities to the role:  •    Demonstrated analytical and problem-solving skills that can be applied to complex problems.  •    Demonstrated skills in effective negotiation and decision making.  •    Strong skills in using department-specific web-based IT systems, or the ability to quickly acquire these skills.  •    Excellent verbal and written communication skills  •    Demonstrated ability to provide flexibility and adaptability whilst working to manage changing circumstances and competing priorities.  •    A high level of initiative, motivation, and the ability to work within and team environment as well as working independently. Knowledge and experience The successful applicant will have experience in some or all the following:  •    Experience and knowledge in auditing in a regulatory environment and managing industry compliance is required.  •    Knowledge and application of Australia's agriculture export and/or biosecurity systems, in particular, agricultural export legislation, importing country requirements and supporting processes is required.  •    A comprehensive understanding of the various technical operations across DEF industries is desirable.  •    The development, implementation, and administration of regulatory programs.  •    The development and implementation of policy, procedures, and work instructions  •    Researching, interpreting, and applying Australian legislation.  •    Preparing audit reports and executive briefings. Eligibility Citizenship - To be eligible for employment with the Department of Agriculture, Fisheries and Forestry you must be an Australian citizen. Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level. Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months. MSIC and ASIC Licences – If the position requires unescorted access within an aviation or maritime security zone, you will be required to obtain and maintain an Aviation Security Identification Card (ASIC) or Maritime Security Identification Card (MSIC).
