Government of the District of Columbia Office of the Chief Financial Officer (OCFO) Senior Financial Reporting Analyst $103,650.00 - $157,830.00 The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of an Senior Financial Reporting Analyst. This position is located in the Office of the Chief Financial Officer (OCFO), Government Operations Cluster, Department of Employment Services (DOES). This position has responsibilities for providing technical oversight of the agency's deliverables to the U.S. Department of Labor, including formulating, justifying, monitoring, and developing process improvement strategies. Additionally, the incumbent is responsible for executing the budget for several large and complex agency programs. In addition, duties include but are not limited to: Overseeing and monitoring the entirety of the cost allocation plan and/or the Negotiated Indirect Cost Rate Agreement (NICRA) as agreed upon by DOL and the Office of the Chief Financial Officer each fiscal year. Serving as the subject matter expert for the Cost Allocation Plan/NICRA for DOES staff. Leading the development, execution, analysis and evaluation of the proposals for the Cost Allocation Plan/NICA. Reviewing grants requirements for administrative costs; and validating the accuracy and adequacy of funding requests. Performs other duties as assigned. MINIMUM QUALIFICATIONS: Five (5) years of progressive experience performing the related duties and responsibilities such as budget formulation, justifying, monitoring, developing process improvement strategies; and grants management. Candidates must have previous expert level experience designing and implementing indirect cost rate proposals.
