Senior Financial Accountant – Treasury and Operations The National Health and Medical Research Council (NHMRC) Finance section manages a range of financial functions including statutory and internal reporting, the end of month accounting process, external and internal budgets, financial analysis, procurement support and financial compliance.
Who we are seeking The Finance section is seeking a high performing candidate for the role of Senior Financial Accountant.
The role is responsible for the management of NHMRC's Treasury and Operations, supporting the team to ensure that NHMRC's financial transactions and banking records are accurate and up to date.
The Senior Financial Accountant will promote efficient and timely payment and receipting processes, contribute to the end of month process, and apply appropriate accounting standards, policies, and procedures.
The Senior Financial Accountant will also contribute to NHMRC's annual financial statements by delivering end-of-financial-year (EOFY) tasks as required.
Additionally, this role supervises an APS6 Financial Accountant and an APS5 Financial Advisor in the management and delivery of financial transaction processing for NHMRC.
Job specific duties As Senior Financial Accountant, your primary outcomes and accountabilities will include: Financial Transaction processing – Overseeing the delivery of financial transaction processes, such as reviewing and approving payment runs, journals, and reconciliations including appropriation management and CBMS reporting.
Monthly and Annual Financial Statement Process – Contribute to the preparation of month and year-end tasks, including preparation of Appropriation note disclosures for inclusion in NHMRC's annual Financial Statements and contributing to ANAO requests.
Credit card management – Managing NHMRC's corporate credit cards and acquittal processes, ensuring the cards support the business requirements of NHMRC.
Financial Policy – Preparing updates to financial policies and procedures, contributing to delegation instruments and accountable authority instructions.
Taxation Reporting – Provide expert advice on GST related transactions and approve the lodgements to the ATO including the monthly Business Activity Statement and preparation of the Taxable Payments Annual Report.
Managing staff – Developing team capability through coaching, training, and mentoring junior staff within the finance section.
Other Tasks – Providing backup and/or support to other functions in the Finance section.

Possess high-level experience with the Australian Government Appropriation framework.

Work independently and be accountable for delivering high-quality outcomes, exercising both initiative and judgement in the interpretation of policy and in the application of practices and procedures.
Provide the DCFO and CFO advice on Treasury related matters.
Set work priorities and manage workflows and performance for the team, building team capability through coaching, feedback, and developing the quality of work undertaken by others.
Highly desirable The following experience, knowledge, and qualifications are highly desirable: Significant government financial experience.
Good communication skills (both written and verbal) and the ability to implement and track work processes, keeping lines of communication open at all times.
A high level of attention to detail.
Accounting profession CPA or CA qualifications.
Working toward accounting profession CPA or CA qualifications.
Knowledge of Technology One financial system.
Location Given the nature of this position, physical attendance in the Canberra office is required.
Flexible work arrangements may be considered to alter the hours of work.
